Dear Ms Russell:
Enclosed, as you requested, is my request for a variance to rebuild my bulkhead and to repair
my dock which were severely damaged by Hurricane Bonnie.
Enclosures are:
1. A drawing showing bulkhead construction required to rebuild my bulkhead which connects to
adjacent bulkheads at 103 and 107 McLeod Ave. (Enclosure# 1)
2. "No objection" notices and signatures from neighbors on either side who have connecting
bulkheads at 103 and 107 McLeod St (Enclosures#2 & 3).
3. A detailed drawing showing bulkhead construction and dock repair which was attached to the
bulkhead. (Enclosure#4)
4. A $ 50.00 check payable to the NCDENR department. (Enclosures# 5)
If you have any questions, you can contact me at the following address and phone number.
I live in Florida; my son in South Carolina. He is planning to come to Topsail on Oct 9 &23. He
could be available to accompany you on an inspection late in the afternoon on these days.
However, I can arrange for someone to represent me if these dates are not convenient.

by state regulations to obtain a variance signed by you and Jim Shreve before I can get a permit
for reconstruction of the bulkhead.
Please sign the following consent agreement so that I can proceed to rebuild the seawall before
another storm does additional damage. If you have any questions you can call me at 407 255
6931. A self addressed envelope is included.
