Dear Ms. Smith:
Thank you for your letter of September 2nd (rec. On 9/8/98). Enclosed is information
about sand bags. The normal process to get a sand bag authorization is as follows:
1. Get written permission from the U. S. Army Corps of Engineers to be working on the
beach this time of year. Contact Jeff Richter in Wilmington at 910 451-4636.
2. Obtain signatures of no objection from your adjacent property owners or notify them
by Certified Mail, Return Receipt of your intentions to install the sand bags.
3. Once you have the signatures or once the Certified Mail has been received, call me
and make an appointment to meet on the site. If your structure is determined to be
threatened, the emergency permit will be issued during the site visit. It is valid for 30
days. The bags must be installed during this time frame.
Please read carefully the information I am enclosing. Note that the bags are
considered to be temporary. If they are not covered by sand and vegetated, you are
required to remove them at the end of two years.
Feel free to call me should you have questions or if not, please call me for an
appointment when the paperwork is in order. There is no need to forward this to me
ahead of time.

application forms to me at my home address listed below. Also, if I own
these two houses on adjourning lots, do I need one or two permits?
