Dear Mr. Wilson:
Thank you for the letter of July 17th, 1998 regarding your concerns about the
proposed boathouse at 7117 7th Street, Surf City. After careful review of the
rules and consideration of Ms. Hill's proposal, I issued the permit to construct the
boathouse on July 29, 1998. The construction must comply will all aspects of
T15A:07H.1200, copy attached. Also attached is a copy of the permit for your
review and files.
If you wish to appeal the permit decision, you have that opportunity. The request
must be filed within 20 days of this letter. Enclosed is DCM Form #5, Third Party
Hearing Request Form. It must be completed and filed with the Attorney
General's Office. Our representative with that office is Ms. Mary Penny
Thompson, 919 716-6957.

Dear Sir or Madam,
I am in receipt of an Adjacent Riparian Property Owner Notification/Waiver Form from
Joyce P Hill, 7117 Seventh Street, Surf City,NC 28445. The information contained
therein informs me of the intention to build a 12' X 24' boat house on that property and a
drawing depicts the location and describes the boathouse in detail.
I own the property adjacent to 7117 Seventh Street. My address at Surf City is 7115
Seventh Street. The construction of the boathouse as described in the form sent to me by
Ms Hill will have significant detrimental impact on my property as well as on the area in
general.
First, my property value will decrease significantly. The boathouse will be in a direct line
with the best scenic view from my property as depicted by the enclosed picture. The
boathouse will completely cover up the view of the western part of the sky and scenery.
This has been one of the charms of my property since first buying it over 20 years ago. I
would like to continue to be able to enjoy it unimpeded. Anyone considering the purchase
of my property would like the same view or the value will drop accordingly.
Second, the boathouse will extend 14' into the canal. This will make it very difficult to
have good access to the dock on my property. It will necessitate a completely different set
of maneuvers to bring my boat into the dock safely. In addition, the 14 foot intrusion into
the canal will make boat traffic more dangerous.
Third, the 14 foot intrusion will make swimming adjacent to my property in the canal more
dangerous. It will be more difficult to see the approaching boats from the direction of Ms
Hill's property as the boathouse will mask oncoming boat traffic.
Fourth, the 14 foot intrusion will make launching boats from my boat ramp more
dangerous. Boats approaching from the direction of Ms Hills property could well be
masked and not seen, resulting in a potential collision as a boat is launched.
Please take into consideration that the rights to enjoy my property safely will be infirnged
upon. Please also consider the significant detrimental impact on the value of the property.
• One person told me that he wanted to buy my property but when he learned of the boat
house being planned, he wanted nothing to do with it.

permit is Joyce P. Hill, my mother-in-law, the owner of the
property. If you have any questions about any of this I

I regret we have such different wants from our
properties at the beach. I understand your desires.
However, we are very fond of boating and feel a boat
house will greatly enhance our pleasure as well as our
