RE: Shell Island Resort Dune Reconstruction
Dear Mr. Brooks:
This letter is to respond to your telephone calls of November 10th and 23`d, 1998. As
you are aware the initial request to perform work in response to Hurricane Bonnie was
sent to Jeff Richter of the USCOE (letter attached) due to the need for authorization
from USFWS through the U.S. Army Corps of Engineers to perform work on the beach
during the sea turtle nesting season. The USACOE stated that they were waiting on
DCM to delineate areas that meet the definition of threatened property. Our
communications with your office indicate that the areas north and south of the walkover
qualify for beach bulldozing of a dune/berm if all work is performed above the mean
high water line (mhwl).
This letter is to request written authorization for work to rebuild the dune lost during
Hurricane Bonnie for the beach area north of the walkover structure with very limited
work south of the dune walkover. It is our understanding that DCM will allow the Shell
Island Resort to construct a berm feature to provide protection from flooding and
erosion along the front of the building (refer to the attached drawing-area 1). The area
north of the walkover qualifies because there was a complete loss of the dune during
the hurricane and the beach is steep with full exposure to waves and storm impacts.
We have limited dune repair in the area south of the walkover structure fronting the
scarped dunes, as discussed. A second area of erosion follows the landward side of
the geotextile revetment where 2-3 feet of backfill was lost from during the hurricane
(refer to the attached drawing-area 2). This area is located between the north end of
the building and the geotextile revetment.
The primary source of sand for building a protective berm in Area 1 proposes to use
sand from the beach by scraping from the area shown (for the area above the mean
high water line to a depth of no more than 12 inches). Fill for Area 2 will be trucked in
from offsite using sand material and graded to an elevation that covers the top sand
container (shown on the attached drawing). The area to stack the sand along the
beach fronting the building is approximately 160 feet by 30 feet (width). Upon filling
Area 2, work would start on the berm shown as Area 1 to allow equipment to move
across the backside of the sand containers and onto the beach.

Dear Mr. Richter:
As discussed earlier today, the beach fronting the Shell Island Resort lost a large
length of the dune feature and experienced significant losses during Hurricane
Bonnie. Specifically, there are 3 areas that eroded during the storm, which require
repairs. These areas include:
• The loss of 24-30 inches of fill material landward of, and covering, the top
container of the geotextile revetment fronting Mason's Inlet. Loose debris
will be removed and offsite fill material will be used to infill the area as shown
on the attached drawing. All work will occur well above mean high water.
• The complete loss of the dune north of the existing walkover structure
fronting the northeast side of the Resort. The existing beach is low, flat and
mildly sloped from +7 seaward to the Atlantic Ocean. We are requesting
authorization to reconstruct a dike/dune feature along the beach using sand
obtained by beach scraping along the beach located 100 feet south of the
dune walkover structure (refer to the attached drawing).
• The dune located under the dune walkover and extending south 150 feet lost
25-58 feet horizontally leaving a vertical scarp with a narrow section of dune.
We are proposing to add sand along the face of the eroded scarp to prevent
a breakthrough along a distance of 80 to 100 feet. This will function as a
transition to the dike/dune to the north of the walkover structure and to
prevent a breakthrough where the dune was severely eroded under the
walkover.
Attached are 3 pairs of photographs that show the condition of the beach along the
face of the building. One week prior to the storm, the distance from the edge of the
pool to the seaward edge of the dune was measured in connection with the

construction of the dune walkover, a distance of 107 feet. The existing distance is
49 feet, which indicates a loss of 58 feet. As a structure faces the south channel
bank of an inlet, storm induced tides and waves readily inundate the beach and
shoreline causing significantly greater uprush and erosion impacts than along
beaches 500 to 1000 feet distant from the inlet. For this reason, it is very important
to rebuild the protective dune along this 200-foot length of beach.
The source of the sand for the latter two areas of work would be obtained by
scraping a maximum of 12 inches of sand along an area located between the mean
low water line and the mean high water line south of the dune overwalk. This area
is shown on the attached figure. The scraped sand would be transferred to build the
dike/dune using a loader.
Also attached is a memorandum to Kevin Moody summarizing Susan McDaniel
discussion with Stephanie Carter, who monitors sea turtle nesting along the Town of
Wrightsville Beach. Ms. Carter indicates that she has observed no nesting in the
area fronting the Resort. In addition, Ms. McDaniel, who works as counsel to the
SIHA, spoke with Ruth Boettcher today. Ms. Boettcher has confirmed with Ms.
Carter that she will continue monitoring the nesting activities until the sand scraping
and dune reconstruction project is completed. We will provide Ms. Carter's
telephone number to the contractor so that they can communicate regarding nesting
activities. I also understand that Ms. Boettcher has left a voice mail for Kevin Moody
in order to obtain the federal authorization of a waiver on the sea turtle moratorium.
We are anxious to begin work in order to protect the property from further damage
due to impending fall and winter storms. Please let us know if you require additional

Dear Mr. Richter:
As discussed earlier today, the beach fronting the Shell Island Resort lost a large
length of the dune feature and experienced significant losses during Hurricane
Bonnie. Specifically, there are 3 areas that eroded during the storm, which require
repairs. These areas include:
• The loss of 24-30 inches of fill material landward of, and covering, the top
container of the geotextile revetment fronting Mason's Inlet. Loose debris
will be removed and offsite fill material will be used to infill the area as shown
on the attached drawing. All work will occur well above mean high water.
• The complete loss of the dune north of the existing walkover structure
fronting the northeast side of the Resort. The existing beach is low, flat and
mildly sloped from +7 seaward to the Atlantic Ocean. We are requesting
authorization to reconstruct a dike/dune feature along the beach using sand
obtained by beach scraping along the beach located 100 feet south of the
dune walkover structure (refer to the attached drawing).
• The dune located under the dune walkover and extending south 150 feet lost
25-58 feet horizontally leaving a vertical scarp with a narrow section of dune.
We are proposing to add sand along the face of the eroded scarp to prevent
a breakthrough along a distance of 80 to 100 feet. This will function as a
transition to the dike/dune to the north of the walkover structure and to
prevent a breakthrough where the dune was severely eroded under the
walkover.
Attached are 3 pairs of photographs that show the condition of the beach along the
face of the building. One week prior to the storm, the distance from the edge of the
pool to the seaward edge of the dune was measured in connection with the

construction of the dune walkover, a distance of 107 feet. The existing distance is
49 feet, which indicates a loss of 58 feet. As a structure faces the south channel
bank of an inlet, storm induced tides and waves readily inundate the beach and
shoreline causing significantly greater uprush and erosion impacts than along
beaches 500 to 1000 feet distant from the inlet. For this reason, it is very important
to rebuild the protective dune along this 200-foot length of beach.
The source of the sand for the latter two areas of work would be obtained by
scraping a maximum of 12 inches of sand along an area located between the mean
low water line and the mean high water line south of the dune overwalk. This area
is shown on the attached figure. The scraped sand would be transferred to build the
dike/dune using a loader.
Also attached is a memorandum to Kevin Moody summarizing Susan McDaniel
discussion with Stephanie Carter, who monitors sea turtle nesting along the Town of
Wrightsville Beach. Ms. Carter indicates that she has observed no nesting in the
area fronting the Resort. In addition, Ms. McDaniel, who works as counsel to the
SIHA, spoke with Ruth Boettcher today. Ms. Boettcher has confirmed with Ms.
Carter that she will continue monitoring the nesting activities until the sand scraping
and dune reconstruction project is completed. We will provide Ms. Carter's
telephone number to the contractor so that they can communicate regarding nesting
activities. I also understand that Ms. Boettcher has left a voice mail for Kevin Moody
in order to obtain the federal authorization of a waiver on the sea turtle moratorium.
We are anxious to begin work in order to protect the property from further damage
due to impending fall and winter storms. Please let us know if you require additional
information or if you have any questions concerning this request.

Dear Mr. Brooks:
This letter is to respond to your telephone calls of November 10th and 231d, 1998. As
you are aware the initial request to perform work in response to Hurricane Bonnie was
sent to Jeff Richter of the USCOE (letter attached) due to the need for authorization
from USFWS through the U.S. Army Corps of Engineers to perform work on the beach
during the sea turtle nesting season. The USACOE stated that they were waiting on
DCM to delineate areas that meet the definition of threatened property. Our
communications with your office indicate that the areas north and south of the walkover
qualify for beach bulldozing of a dune/berm if all work is performed above the mean
high water line (mhwl).
This letter is to request written authorization for work to rebuild the dune lost during
Hurricane Bonnie for the beach area north of the walkover structure with very limited
work south of the dune walkover. It is our understanding that DCM will allow the Shell
Island Resort to construct a berm feature to provide protection from flooding and
erosion along the front of the building (refer to the attached drawing-area 1). The area
north of the walkover qualifies because there was a complete loss of the dune during
the hurricane and the beach is steep with full exposure to waves and storm impacts.
We have limited dune repair in the area south of the walkover structure fronting the
scarped dunes, as discussed. A second area of erosion follows the landward side of
the geotextile revetment where 2-3 feet of backfill was lost from during the hurricane
(refer to the attached drawing-area 2). This area is located between the north end of
the building and the geotextile revetment.
The primary source of sand for building a protective berm in Area 1 proposes to use
sand from the beach by scraping from the area shown (for the area above the mean
high water line to a depth of no more than 12 inches). Fill for Area 2 will be trucked in
from offsite using sand material and graded to an elevation that covers the top sand
container (shown on the attached drawing). The area to stack the sand along the
beach fronting the building is approximately 160 feet by 30 feet (width). Upon filling
Area 2, work would start on the berm shown as Area 1 to allow equipment to move
across the backside of the sand containers and onto the beach.
