On Behalf of the Figure 8 Island Homeowners Association, I am respectfully
requesting a General Permit for the installation of subaqueous conduits on the east bank,
at the Figure 8 Island Bridge.
Enclosed for your review is a drawing depicting existing utilities at the bridge and the
proposed new conduits. The proposed scope of work is described in a letter to Mr. Art

Subsequent to your conversation with Mr. Kevin G. Walker,we are pleased to submit this proposal for
installation of new conduits between the Figure 8 Island Bridge Turnstile,and the first bridge pier east of
the turnstile. We recommend installation of new conduits beneath the mud line to replace the existing
conduits. During our dive inspection of November 12, 1997 the existing conduits were found suspended
above the bottom of the waterway with much of the protective timber structure absent or in disrepair. In
their current location,the conduits(and enclosed cables)are susceptible to damage from errant marine
traffic, anchorage,and submerged debris.The apparent cause of this condition is the scouring of the
bottom,particularly in the vicinity of the turnstile. Further details are provided in our dive inspection
report dated November 13, 1997.
PROPOSED SCOPE OF WORK
The proposed scope of work shall include the installation of three(3),high density polyethylene(HDPE)
conduits. Two of these conduits shall terminate at the bridge turnstile and the first bridge pier to the east.
The third conduit shall terminate at the turnstile,and at the bank above the mean high water elevation,in
a position next to the existing third conduit. This conduit is located several yards to the north of the
bridge pier.
Conduits surfacing at the turnstile, and the at the bridge pier,shall be fastened to these structures with
stainless steel hardware and expansion anchors. Concrete anchors shall be provided along the length of
the conduits at intervals not to exceed ten feet. All conduits shall be roped for installation of cables by
others.
Installation of new cables is excluded from this scope of work. Existing conduits, cables, and protective
devices shall be left in place unless otherwise directed by the owner.
Procurement of permits shall be performed by the contractor.
