Dear Ed,
Copies of our proposed dock finger rearrangements were again resubmitted to Robert H.
Stewart by "Certified mail,"on March Tenth, 1998. The postal service made two attempts to
Contact Mr. Stewart on 3/11/98 and 3/18/98 and returned this certified package to us on 3/26/98
Unclaimed.
With this letter we are sending you the return certified package that was mailed to Mr.
Stewart. In good faith,we have mailed certified packages to Mr. Stewart three different times
and all have been unclaimed.
We are now requesting that we be allowed to go forward with our second Proposal of
rearranging the fingers on the existing docks that are inside the present footprint.
