Dear Mr. Nelson:
After inspecting 8424 Bald Eagle Lane and discussing your proposed
plans for the construction of a pier on this lot, I have determined
that provided all work be in accordance with the CAMA regulations
and requirements, you would be able to obtain a CAMA Minor pier ex-
emption. This decision is based on CAMA regulations and requirements
as of July 17, 1987, and does not exempt you from future regulation
changes nor notifying the U. S. Army Corp of Engineers as to the
nature of the work and permit requirements.

Working Estimate Details for Lynn Nelson Pier

Estimated cost of repairs including improvements is<$8,462,not including electrical
These repair costs will be adjusted for any wood which we can reuse, any work which you should
decide to do yourselves and any other changes which you may decide to make. The estimate of
damage is about 30% with improvements and strengthening bringing total to 50% maximum.
Repair to original condition
Tarheel Marine Construction,Inc proposes to build or repair as per specifications for your marine
pier,deck, floating dock and ramp. Proposal and prices will be valid for 14 days from date this
proposal is submitted for bid.
Marine construction and repair in accordance with plans and specifications attached hereto: All
hardware and fasteners to be galvanized,all decking and frame wood to be TYP CCA .40
lbs/foot3'except for pilings and or cross bracing which would be 2.5CCA,if needed.
Tarheel Marine Construction, Inc. proposes to:
• Repair the gangway and strengthen the attachment points with the addition of corner
bracket quick-release pivot pin holders rather than the pipe and eyebolt system. The
current attachments will have to be cut away,the wood replaced on the gangway
attachment points, and the ramp rehung. The handrail cap needs to be replaced
along with the casters. $240
• Tarheel Marine Construction,Inc. proposes to return_96'__of the pier to its original level
ascertained by a transit level survey. This will be accomplished by a combination
of jetting substrate, vibrating pilings,hydro-static weighting and pressure,and
kinetic shock. Some deckboards will have to be removed;all attempts will be made
to save and reuse any decking so as not to incur any additional costs. Also, some of
the girders, stringers, and pilings may have to be detached, reset,and refastened.
We have refined our methods and techniques on reconstruction and releveling and
have achieved some great results post Fran and Bonnie. The handrails,and posts
need to be reattached on the north side.This will include throughbolting the
stringers to the pilingsThis will probably take one crew of 3-4 men approximately
_1.5 to 2 days. This will be billed at time and material rates but probably
shouldn't exceed about or<$1500.
• Replace 4 pile ring brackets on floating dock. Double nut all pile ring brackets.
Replace up to 8 float deck boards if damaged during repair. Add corner brackets to
strengthen pile ring brackets. $360
• Replace_88'_feet of pier to match the original pier with all routed deckboards,
handrails and handrail posts. Normal costs would be$6600, to repair <$3000
This will be billed at time+materials but should be reduced considerably, (approx.)
by 1/3 to 1/2) from a total replacement cost due to the majority of the decking and
pilings having survived the storm and already located onsite or in place.
• Rebuild the 12' x 12' Tee at the end of the dock with 20' round piles in place of the
original 16' piles. Due to the necessity to bring the barge in to set them, the cost for
the new deck will be <$2592.
This will be adjusted downward as the wood for the deck and the majority of the
stringers has been separated and will be reused. We will reuse two of the floating
dock pilings as part of the Tee in order to give better holding power to the deck.
• We will replace two of the floating dock pilings with 35' piles so that the floating
dock will not float over the top of them with a storm surge. The current length of
the short piles is probably 25'. These will work great for the Tee deck. Cost of two
35' pilings+installation is $770
• The lights and electrical need to be replaced along the pier. We recommend Charles
fnr all P ./A- val wnrk and feel that with time and materials,his costs would
