THE LOT WAS BOUGHT FOR IT 'S SOUND VIEW AND FOR THE ABILITY TO BUILD AND USE A PIER. WITHOUT THE PIER, I WOULD HAVE NO PLACE TO TIE-UP MY BOAT AND A BIG REASON WHY THE LOT WAS PURCHASED WOULD BE LOST. C. THE COASTAL RESOURCES COMMISSION COULD NOT HAVE RESONALBLY ANTICIPATED THESE CONDITIONS WHEN THE APPLICABLE GUIDELINES AND STANDARDS WERE ADOPTED.
