North Carolina Department of Environment and Natural Resources Division of Coastal Management Wilmington Field Office 127 Cardinal Drive Extension Wilmington,North Carolina 28405-3845 ATTN: Bob Stroud, District Manager Dear Sir: SUBJECT: Brunswick County,Widen NC 904 from US 17 at Grissettown SR 1321; TIP.No. R-3313. The North Carolina Department of Transportation proposes to widen NC 904 from US 17 at Grissettown to SR 1321 north of Longwood, and SR 1321 from NC 904 to NC 130. This project is a Division Design and Construct project. The roadway is currently two lanes with 18 feet of pavement and 8-10 feet of grassy shoulders. This facility will be upgraded to a 2-lane shoulder section with 24-foot pavement width. The existing shoulders are wide enough to accommodate the widening within the ditchlines without disturbing the ditches. The project crosses jurisdictional surface waters at three locations. However, only one crossing will require construction in surface waters. The culvert on Cawcaw Swamp will be extended approximately 15 feet in each direction. The bridge over Scippeo Swamp has recently been replaced and the bridge over Wet Ash Swamp is scheduled for replacement in 2002. No additional bridge or culvert construction will be �- necessary at these locations. This project will impact less than 0.1 acre of jurisdictional waters of the United States through the culvert extension on Cawcaw Swamp. No jurisdictional wetlands will be impacted. Through telephone conversations wi Mr. Jim Gre son Division of Coastal Management(DCM) it has been determined that the project meets the conditions of DCM's General Permit for activities in Estuarine Waters, Estuarine Shorelines, Public 2 Trust Areas and Coastal Wetlands. The NCDOT hereby requests issuance of a CAMA General Permit for this project. Enclosed please find a project site map and a completed application form. A check for the CAMA processing fee,in the amount of$50.00,has been transmitted to the DCM office in Raleigh. A copy of the check is also enclosed. It is anticipated that construction of this project will be authorized under a Department of the Army Nationwide Permit No. 14. A Coastal Area Management Act (CAMA) permit will probably not be required. However, a certificate of exemption may be issued after project review and a site visit by DCM personnel. The final decision rests with the DCM. Additionally, a Nationwide Permit 33 CFR 330.5(a)(23) is likely to be required due to surface water impacts at the Cawcaw Swamp. The acreage impacted is below the threshold established by the state minimum criteria for NCDOT projects. Therefore, this project does not require an environmental document pursuant to the North Carolina Environmental Policy Act. The proposed improvements consist of adding 3 feet of pavement to each side of the existing road and regrading the shoulders of the subject sections of NC 904 and SR 1321. An existing triple barrel culvert 34 feet in length located just north of SR 1304 (Pea Landing Road) at the Cawcaw Swamp will be extended to 60 feet. All work will be contained on the existing shoulders within NCDOT maintained areas, and no work will be performed outside the existing ditchlines. All improvements will stop short of existing bridge approaches, so that no bridge improvements are proposed. No additional right of way will be required for the proposed improvements.
