I have sent the notices certified to our neighbors. Certifications included. The materials used to construct the bulkhead would be a manufactured vinyl material for the walls. And treated lumber for the waters and anchor ties. All fasteners will be galvanized. Due to the location placement of the bulkhead, it will be out of the water at all times(storms excluded). The bulkhead will be constructed of 6'tall panels-approximately 3' in ground and 3' above ground. Backfill will be approximately 2.5' high on land side of bulkhead. We will use a small backhoe for installation. Attached is a cross section of the bulkhead design. The corps(Mr. Beecher)and the NC DWR have verbally approved the permits. This project is located adjacent to the waters of the Atlantic Intracoastal Waterway which are class SA;HQW by the DWR.These impacts are covered by the attached Water Quality General Certification Number 4139 and the conditions listed below.This certification is associated with the use of the Nationwide Permit No. 18 once issued to you by the U.S. Army Corps of Engineers. Please note that you should get any other federal, state or local permits before proceeding with your project, including those required by(but not limited to) Sediment and Erosion Control, Non-Discharge, and Water Supply Watershed regulations. All backfill will consist of clean, earthen material free of any pollutants except in trace quantities. Metal products, organic materials, rock, concrete, bricks, or other non-earthen debris shall not be used. Obviously, no one wants to be a stick in the mud, especially when it involves a neighbor. However, I do have 2 concerns with this proposal. The first concern that I have with this proposal is the potential flooding or damage that could occur on my property. The referenced property is an area where water from the neighborhood drains and I am afraid changing the elevation of the property would force drainage water to drain onto my property creating a problem of standing water or areas soft/saturated soil. The second concern - if a bulkhead is installed I am worried how it will affect my property during times of high tide especially during storms. We recently purchased our property. The last thing we want to do is to make life difficult for a neighbor. However, we made a sizable investment and we simply desire to protect our investment. I have attached the two approvals from the US Army Corps and the Division of Water Resources pertaining to the proposal to construct a bulkhead/retaining wall at 722 Waterway Drive, Sunset Beach. I would suggest reaching out to each agency to get a further understanding of how they came to their respective permit decisions. I have been on site and the applicant has provided me with the required documents to move forward with permitting a small portion of the bulkhead that falls within CAMA's jurisdiction on the southeast side of the property.
