Dear Ms. Russell:
I am writing in regards to an owner notification/waiver form that I received this week. I
spoke with you on the phone today but wanted to convey my concerns in writing.
When Fred Halsell first erected his bulkhead he attached to our bulkhead without
receiving permission and also filled in marshland on that corner. He is constantly cutting
back marsh grass and spraying"Round Up" on the vegetation along the shoreline. I
would recommend that you take extra effort in monitoring the work being done on that
property.
I have lived on the New River for over fifty years and feel that I am a good steward of
our natural resources. I do know, however, that all people living on the water do not have
the passion and concern that I do regarding its survival. This passion is what drives my
concern for the work that Mr. Halsell has done to his property, which adjoins ours.
Please take these concerns in consideration in issuing permits to Mr. Halsell.

I understand that a pier, dock, mooring pilings, breakwater, boat
house, lift cr sandbags must be set back a minimum distance of 15 '
from my area cf ri:arian access unless waived by me. (If you wish

Please be advised that I received, January 30, 1999, a "Division
of Coastal Management Adjacent Riparian Property Owner Notific-
ation/Waiver Form" from Fred and Martha Halsell . After reviewing
the notification and drawing I am submitting, but not limiting
to, the following objectings at this time.
1 . The Halsell notification and drawing fails to incorporate
my existing bulkhead and my existing dock. The notification and
drawing fails to demonstrate their intended construction of
connecting or joining the most southern point of my bulkhead ,
that would show or imply regard for the prevention of erosion to
an already vulnerable area .
2 . The Halsell notification and drawing fails to identify
their proposed 75 feet. I am unable to determine the distance
from the end of their existing bulkhead, being located on their
most southern side, and the most southern point of my existing
bulkhead thereby not being informed of where the proposed 75 feet
area is located.
3 . The Halsell notification and drawing fails to include
their dock and fails to identify the true location of it in pro-
portion with my property.
I have no overall objection, at this time, to their proposal
provided these areas of concern be addressed and identified
prior to and to include proper construction.
