This letter is to express opposition to a proposed bulkhead fc ' ,c 3t file� 141VAYve.
I object to a bulkhead because it will cause my property, 37 Pipers Neck, to erode. Prior to bulkheads
being permitted on Figure Eight there was no erosion, but has now gotten progressively worse with
each additional bulkhead. Our lot has a very nice sandy beach which is enjoyed by our active family of
5 for boating and swimming. It is very possible that we will lose our beach area.
We would likely have to protect our property by bulkheading. Filling in behind a bulkhead would likely
change the topography and present natural yard and we could lose the natural sea oats. There is marsh
grass beyond my property and this fish habitat could also be jeopardized.
Figure Eight Island has always been known for its natural beauty and should not be disturbed with
bulkheads, yards and sprinkler systems. We are not trying to be difficult to get along with,but do
consider this bulkhead adjacent property detrimental to us for the reasons stated above.

Please reference your 11/11/98 letter to the Division of Coastal Management concerning your
objections to the proposal by Richard Black to construct a bulkhead on his lot, adjacent to your property,
at 39 Pipers Neck, on Figure 8 Island, in New Hanover County. The Division appreciates your concerns
about the proposed development, however, the proposed project has been determined to comply with the
Rules of the Coastal Resources Commission (7H.1100), and as such, the Division has issued a CAMA
General Permit for the proposed action.
If you wish to contest our decision to issue this permit, you must file for a contested case hearing
within twenty (20) days. Please contact me at [phone], and I can provide you with the applicable
