Thank you, Franny Coltrain Good Evening Ms. Coltrain, Thank your for the attached document. The postal service is unfortunatery very srow these days. Since Mr' Schlatzer indicated you all may also be interested in a living shoreline as well, I was surprised to see objections indicated. The oyster bag sill will stabilize and increase the sand landward of it and improve the stability of all existing structures. I hope some of these pictures and this information has eased your objections and that you will reconsider not waiving the 15' property line setback. Again, we, and the NC Coastal Federation, would appreciate the opportunity to discuss the proposed shoreline with you and your father over the phone You can follow this link to arrange a phone call with me at a time that is convenient for us both. The Postal Service is unfortunately very slow Since Mr. Schlatzer indicated you all may also be interested in a living shoreline as well' I was surprised to see objections indicated. Does your father intend to provide written objection to the Division of coastal Management and if so, do you know what those objections will be? We would like to submit Mr. Schlatze/s permit application as soon as possible so we would like to address any objections up front. I am also happy to speak with you over the phone to answer any questions you may have if that would be helpful. 2 Mary-Ma rgaret McKinney From: Sent to: Subject: Francia Coltrain <fcoltrain@icloud.com > Tuesday, April 27, 2021 11:45 AM Mary-Margaret McKinney Re: Coastal Restorations - Apr 21,2021 Good morning, l'll share this information with my father addressing your response to his concerns. Thanks for the information. The pictures below show how the shoreline will look once installed and how it will look once the oysters are established. lmmediately after installation: <image001.jpg> <image002jpg> Once established: <image003.jpg> <image004.jpg> People find the oyster shell bag sills to be very attractive, and we have many clients that ask to have a shoreline installed once they see their neighbor's shoreline. There will be zero negative impact to existing structures. The oyster bag sill will stabilize and increase the sand landward of it and improve the stability of all existing structures. As you can see in the picture below of a shoreline we installed in January right down the road from you at 412 Emerald Drive, sand and silt begins to accumulate behind the sill very quickly. <image005.jpg> Living shorelines are extremely resilient to storms and require little to no maintenance. As you can see in the pictures below (courtesy of the NC coastal Federation) immediately following Hurricane Florence, the bulkhead at Camp Albemarle was severely damaged but the oyster shell bags a few feet away were unharmed. 1 <image006.png> Project Descriotion An offshore sill is proposed to be constructed at 1904 Emerald Drive in Emerald lsle, NC as shown to the left and below. The total length of the offshore sill will be approximately 80 line r feet, including a baffled gap for water oct;€ss. The offshore sill will be constructed by layering oyster shell bags perpendicular to the shoreline as shown on Figure 2.The location will be no more than 30 feet waterurrard of the normal high water and no more than 5 feet watenruard of existing coastal wetlands.
