Project Description
An offshore sill is proposed to be
constructed at 1904 Emerald Drive in
Emerald lsle, NC as shown to the left and
below. The total length of the offshore sill will
be approximately 80 linear feet, including a
baffled gap for water access.
The offshore sill will be constructed by
layering oyster shell bags perpendicular to
the shoreline as shown on Figure 2. The
location will be no more than 30 feet
watenruard of the normal high water and no
more than 5 feet waterward of existing
coastal wetlands.

1) 15' setback requirement and impact to pre-existing dock and marine poles.
2) unsightly Aesthetic issues long term as oyster sill grows.
3) Odor and safety issues due to close proximity to dock and house.
4) Debris collection with changing of the tides and ability to keep clean.

Along the shoreline that was previously stabilized by a wooden bulkhead, the forces
of Hurricane Florence caused major damage and failure along sections o, the

ln contrast to the bulkheaded sections. the recently constructed oyster bag sill was
relatively unharmed/ unchanged, even without new oyster settlement and growth.
There is no odor from the oyster bags as the shells used have been dry for months to years before installation, and the
sill will be marked well with PVC poles so that no one will stumble upon it accidentally, like they might the existing
oyster clumps growing in the sound now.
Allowing Mr. Schlatzer's sill to come all the wat to the property line would allow him to fully protect his project. I hope
some of these pictures and this information has eased your objections and that you will reconsider not waiving the 15'
property line setback.

Living shorelines are extremely resilient to storms and require little to no maintenance. As you can see in the pictures
below (courtesy of the NC Coastal Federation) immediately following Hurricane Florence, the bulkhead at Camp
Albemarle was severely damaged but the oyster shell bags a few feet away were unharmed.

Project Descriotion
An offshore sill is proposed to be
constructed at 1904 Emerald Drive in
Emerald lsle, NC as shown to the left and
below. The total length of the offshore sill will
be approximately 80 line r feet, including a
baffled gap for water oct;€ss.
The offshore sill will be constructed by
layering oyster shell bags perpendicular to
the shoreline as shown on Figure 2.The
location will be no more than 30 feet
waterurrard of the normal high water and no
more than 5 feet watenruard of existing
coastal wetlands.
