The North Carolina State Ports Authority requests a maintenance exemption
allowing the exact replacement of the USDA facilities at the Port of Wilmington. The
replacement facility will be located and of the same footprint as the dated facility. Attached are

live retyped the specs from the documents you faxed to Mpls. I talked 4.,
briefly with the Roscoe Allen Company, Walter Hudson, about this
procurement. I am considering using them because we wouldn't have to
advertise the procurement since they are an 8a in a Hub-Zone. (Really a
big deal procurement-wise.) I did let Walter know that we would be more
diligent about this procurement and payment would not be made until we had
an inspection by a non-PPQ person.
Please review the specs and feel free to add or change anything and e-mail
to back to me. I would like to talk to Roscoe Allen as soon as possible
and give them the specs. If their price is higher than the competition
you have provided,then I will advertise in the Commerce Business Daily.
If I do a CBD I will let the previous bidders know it is being advertised
and probably leave it out on the street for approximately a week.
