Draft report due out this FY. Could result in 14 to 15 miles of shoreline being covered. Carteret County: Recon study initiated this FY. Feasibility study to begin in FY 2001. Results will likely not be known until 2005 or 06 with construction occurring sometime after 2008. Topsail Island: a. Topsail Beach: Authorized project covers about 3.2 miles of the town's shoreline north of the southern canal area. Total length of the town's shoreline is 5.5 miles. Town has requested Congress to initiate a General Revaluation Report(GRR) to include the entire length of the town's ocean shoreline. GRR could possibly begin in 2001. Would probably take 2 to 3 years to complete the GRR. This would be followed by preparation of Plans and Specs (P&S)which would take another year. One year is also normally allowed for real estate acquisition. Therefore, construction would probably not begin until 2008. b. Surf City and North Topsail Beach have requested Congress to initiate Feasibility Studies. First phase of the feasibility study is the Recon, which take at least one year to complete. Assuming feasibility studies start in 2001, construction of a Surf City project would not begin until 2012. Construction of North Topsail would probably be around 2015. New Hanover County: Wrightsville Beach: The 14,000 feet of Wrightsville Beach north of the Masonboro Inlet north jetty will continue to be covered by the Federal storm damage reduction project indefinitely. Inclusion of Shell Island(island segment north of the Islander Condo to Mason Inlet) not likely. Carolina Beach: Federal participation for the 14,000 feet of the Carolina Beach project is authorized though 2014 at which time the current authorization will expire. Kure Beach(Area South of Carolina Beach): Project covers 18,000 feet of shoreline. This does not include the south portion of the Dunes Condos and excludes the Riggings Condos. These areas were excluded due to environmental concerns over the coquina rock outcrop and the high cost of keeping a beach fill in place without the aid of a groin. The environmental concerns notwithstanding, a rough cost-benefit analysis indicates that inclusion of these areas would not be beneficial. Brunswick County: a. Ocean Isle: $200,000 appropriated this year to obtain real estate. If funding provided, construction could begin in FY 2001. Note that this project only covers the eastern portion of the town's shoreline. b. Oak Island-Caswell Beach: GRR to be completed this FY. Construction could possibly begin in 2004. Project would likely cover entire ocean shoreline line west of the NC Baptist Assembly at Fort Caswell. c. Holden Beach: GRR scheduled to be completed in 2002. Construction could begin in 2005.
