Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that 1) prior to undertaking any activities authorized by this permit, the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s) .
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief, certify that this project is consistent with the North Carolina Coastal Management Program.

DEED OF EASEMENT
COUNTY OF CARTERET
This Deed of Easement, made and entered into this 1 day of April, 2021
by and between River Oaks Plantation Community Services Association, Inc., a North Carolina
Corporation, hereinafter referred to as "Grantor"; and Duane Wells and wife Joanne Wells and
Clyde V. Smith of Carteret County, North Carolina, hereinafter referred to as "Grantees';
WHEREAS, the Grantor is the owner of certain common property located in River
Oaks Plantation Subdivision as described in Deed Book 8%, Page 651, Carteret County
Registry; and
WHEREAS the Grantees are the owners of Lot 15, of Section I River Oaks
Plantation Subdivision as recorded in Map Book 26, Pages 13 and 13A Carteret County Registry,
and Map Book 27 Page 121 Carteret County Registry.
WHEREAS, the Grantee desires to build a pier from Lot 15 across the property of
Grantor to the White Oak River and has requested the Grantor to grant to them an Easement
for the construction and maintenance of that pier and the Grantor has agreed to do so.
NOW, THEREFORE, for VALUABLE CONSIDERATION to Grantor, the receipt of
which is duly acknowledged, the Grantor does hereby give, grant and convey unto the Grantees,
their heirs and assigns, a perpetual Easement for the purposes of constructing, maintaining,
repairing and replacing a pier from Lot 15 to the White Oak River and for the further purposes of
