The marina is bordered on the south by Carl Winner Avenue and is bordered on the east by Canal Drive. Currently Sweetwater Café occupies the southwest corner of the marina. Hurricane Floyd damaged areas of the bulkhead and walkways and other portions have deteriorated over time. This report will separate storm related repairs, regular maintenance, and improvements that will mitigate future storm damage. Some plans and details will be provided as part of this report. Report Setup: The report will be divided into seven sections. Section 1A will deal with the west side decking. Section 1 B will deal with the east side sundeck. Section 2 will deal with the current site of the Sweetwater Café. Section 3 will deal with the west side bulkhead. Section 4 will deal with the electrical services. Section 5 will deal with the east side bulkhead and walkway. Section 6 will deal with the south side bulkhead and walkway. Each section will list repairs needed to restore the integrity of the specific system. Bid Preparation: The report will list storm related repairs and storm mitigation improvements separately. Bids should be separated in the same manner. Individual costs should be provided for the different aspects of the repair as well. It will not be sufficient to provide bottom line totals without a breakdown of the costs. The drawings issued with this report will show the specifications and will provide a basis for determining the amount of material. We recommend visiting the site to help provide guidance on the repairs. The linear feet of certain items needed will be shown on the drawings. ) Carolina Beach Marina Repair Specifications Site Inspection: We visited the site and performed a visual inspection of the bulkheads and walkways. We used a boat to inspect the bulkheads up close. It was low tide at the time of our inspection, so we were able to inspect the maximum amount of the bulkhead above grade. There were boats docked in the marina that obstructed our view of certain areas of the bulkhead. We also did not have soil removed to inspect any of the bulkhead below grade. We had walk boards taken up periodically on the west side, so we could inspect the supports and soils behind the bulkhead. On the east side we had walk boards taken up in the two areas where the street had been undermined (indicated on Sheet Site 1). We previously prepared repair drawings for the Sweetwater Café and. inspected the café and its bulkhead at that time. We reinspected the café's bulkhead for this report, as well. Hurricane Floyd Description: Hurricane Floyd occurred on September 15, 1999. Heavy rainfall was associated with this storm and many areas in eastern North Carolina were flooded. The storm raised the water level in the sound and the area around the Marina was flooded, such that the sound and Carolina Beach Lake were joined. This was in conjunction with the storm surge off the Atlantic Ocean. Thursday morning after the storm the tide went out and the flood waters were pulled across the Marina towards the ocean. This flooding and subsequent retreat of flood waters caused damage to the Marina. 2 Carolina Beach Marina Repair Specifications SECTION 1A Description: This section addresses the walk boards and their supports on the west side of the marina. The site plan we are issuing shows this area. This item will need to be coordinated with section 3. The wooden walk boards run perpendicular to the bulkhead and extend out over the water supported by piles, joists, and girders. Storm Related Repairs: The deck boards behind the bench adjacent to Sweetwater Café were displaced. The flooding and water flow of the Hurricane caused this damage. Along the west side other boards were displaced or had come loose. We noted erosion behind the bulkhead which allowed supports to be displaced. The soil that was lost must be replaced with well compacted fill. This should be coordinated with section 3. Once the eroded material is replaced, supports and walk boards must be releveled and resecured. Some boards may have warped to an extent that is not advisable to reuse them. An allowance should be made to replace those warped boards and boards that will inevitably be damaged when they are removed to rework the eroded soil and supports. Repairs associated with section 3 will also affect the walk boards. I • - ■ it I 4111E.111111111111 11 rrrrrr. li r�rin.ry .r, "DISPLACED WALK BOARDS ADJACENT TO SWEETWATER CAFE" 3 Carolina Beach Marina Repair Specifications Storm Mitigation Improvements: A more permanent foundation system for the walk boards can be provided behind the bulkhead. This would involve embedding piles behind the bulkhead and then bolting girders to the piles and then attaching the walk boards. Future storms may still cause damage, but erosion and flooding would have less of an impact. The detail sheet STRU4 shows the basic construction involved in this repair. The storm mitigation improvements in Section 3 will definitely impact the walk boards and should be considered. Section 3 recommends the installation of a new bulkhead that will have to be constructed in conjunction with the improved walkway foundation. (2,) 4 Carolina Beach Marina Repair Specifications SECTION 1 B Description: This section addresses the sundeck on the east side of the Marina. Storm Related Repairs: The sundeck was displaced by the hurricane's flooding and storm surge. The post footings were raised out of the ground. The entire sundeck needs to be replaced. The sundeck should be reinstalled to meet the requirements of the North Carolina State Building Code Volume I and 1-C and the plans provided with this report. Utilities around the sundeck were repaired prior to our visit. The soils must be properly replaced and compacted to ensure proper support for the sundeck and the adjacent street. 5 Carolina Beach Marina Repair Specifications SECTION 2 Description: This item is related to the current Sweetwater Café site. Our office previously issued repair drawings for the Café and its bulkhead. Now the plan is to remove the café and replace it at a future date with a public deck and gazebo. Storm Related Repairs: The bulkhead was broken outward in two locations. The bulkhead retains soils that are part of the café's foundation system. This caused the need for the extensive repairs that made it unrealistic to repair and maintain the café. The bulkhead was older and did have some deterioration, but the storm surge and subsequent retreat of flood waters caused the sections to fail and compromised other areas. Other bulkheads in the area that were in the same or worse condition did not experience the same failure. The section that failed was at the corner of the Marina. This section of the bulkhead would have been supporting greater loads than other areas due to the foundation of the café. It also appears the water flow direction made this corner of the Marina a focal point of the water flow. The entire section of the bulkhead in this area must be replaced. The most cost effective way of doing this is to leave the old bulkhead in place and build the new one outside it. The Storm Repair Plan and the details show specifications for a new bulkhead. It will be necessary to remove the café to install the new bulkhead. The demolition and debris removal costs should be included in the bid on this item. We have also issued drawings showing how to repair and restore the café in conjunction with installing a new bulkhead. Those drawings can be made available upon request. Mt "or • • - :i • • "BULKHEAD FAILURE UNDER SWEETWATER CAFE" Currently there is an extensive deck system and floor system at the Sweetwater Café site. The modifications associated with the decks will have to be part of the future deck and gazebo plan. The bulkhead piles may need to extend to a higher elevation to support the planned structures. Contractors bidding on this phase should verify intentions for the future construction and incorporate the cost increase to the bulkhead as a separate line item. 6 Carolina Beach Marina Repair Specifications Section 3 Description: This section deals with the bulkhead on the west side of the marina. The repairs associated with this section will impact Section 1A, since the walkway extends beyond the bulkhead. The extension beyond the bulkhead and the area behind the bulkhead will be impacted. Storm Related Repairs: The storm eroded some of the soils behind the bulkhead, which caused some of the unlevelness noted in Section 1A. The eroded soil was washed through or over the bulkhead and was deposited in the boat slips. The bulkhead was leaning into the marina. We noted severe deterioration of the tongue and groove sheet piling and wailers along the bulkhead. Towards the end of the bulkhead there were higher amounts of deposited soils indicating a failure of the bulkhead. The hurricane caused greater than normal stresses on the bulkhead which caused components of the bulkhead to be compromised accelerating the need to replace those members. Repairing and/or patching the damaged sections will be extensive and impractical. In the sections that are in bad condition, it would be advisable to repair it by building a new r bulkhead in front of those sections. This will involve building a bulkhead from slip 4 to slip 12. This would be extensive and it would be best to rebuild the entire bulkhead as noted in the storm mitigation improvements. For the purpose of providing bids, the cost of replacing materials or providing a partial bulkhead replacement should be considered. For replacing materials, the estimate should be based on replacing all of the lower wailers from slip 4 to slip 12. In the same area 50% of the tongue and groove sheet piling will need to be replaced and 50% of the bulkhead piles will need to be sistered. The shoring and bracing required to achieve this and the debris removal cost should also be considered. The photograph on the cover sheet shows the typical construction of the bulkhead. It should be noted that we do not recommend attempting to repair the bulkhead. The existing design is not adequate to ensure long-term stability. The replacement listed in the next section is the action we recommend. The Cost involved in restoring the bulkhead to its pre-storm condition is essential in determining financing only. We also noted that the private bulkhead at the north end of the west side bulkhead was extremely deteriorated. It appears that there was a continuous bulkhead that served the town and the private property at the north end. The town built a new bulkhead in front of this original bulkhead. This new bulkhead will tie into the bulkhead being reduced at the Sweetwater Café site and will turn at the north end to separate it from the deteriorated bulkhead on the private property. If the owner of the property with the deteriorated bulkhead will build a new bulkhead that ties in with this one, it will not be necessary to turn the bulkhead at the north end. Sheet STRU2 and STRU4 show the plan and details required for this repair. 8 Carolina Beach Marina Repair Specifications SECTION 4 Description: This section deals with electrical services in the marina. The repairs associated with the other sections will affect the electrical services. Bids should include the cost of rerouting electrical services and supplying temporary services. SECTION 5 Description: This section deals with the east side bulkhead and walkway. Storm Damage Repairs: This bulkhead was constructed differently than the west side bulkhead and appears to be newer. The bulkhead and walkway are in excellent condition, but some slight deterioration was noted on the wailers. The wailers do not need to be replaced at this time but they should be monitored and maintained. The storm did wash out soils from under the street and walkway in two areas between slips 19 and 21. The street and drain pipes under the street have already been repaired, but the void under the walkway was not filled. It must be filled with well compacted soil. The Public Works Department should confirm the slope of the pipe and readjust if necessary. The pipes should also be checked for amount of debris at this time and as part of routine maintenance. The retreat of the flood waters created a back wash through the pipe causing the pipe misalignments, washouts, and deposit of debris , . 4 . Storm Damage Repairs: The bulkhead and walkway is in excellent condition. We noted slight rot of some of the wailers, but the wailers do not need to be replaced at this time. They should be monitored and maintained along with the rest of the bulkhead. There was a small sink hole in the street at the southeast corner of the marina. This area should be filled with well compacted soil to ensure proper support for the walkway and street. The storm washed out this area as described in section 5. The new bulkhead at the Sweetwater Café site must be tied into the south side bulkhead as well. 11 Carolina Beach Marina Repair Specifications CONCLUSION Hurricane Floyd caused damage to the bulkheads, walkways, and the surrounding area. Soils were eroded or washed away on all sides of the marina. The bulkhead under the Sweetwater Café failed in two areas. The deteriorated members on the west side bulkhead were compromised. The west side walkway and east side sun deck were displaced. Extensive repairs are required at the Sweetwater Café site and the west side bulkhead. New bulkheads should be built in both of those areas. Our drawings show the locations of the repair items and details associated with those repairs, but this report and those drawings should not be a substitute for the bidding contractor visiting the site.
