This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I)prior to undertaking any activities authorized by this permit,the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief,certify that this project is consistent with the North Carolina Coastal Management Program.

As President of The LaQue Center for Corrosion Technology, Inc. (the"LaQue Center"),
I am writing to inform you of our company's objection to the issuance of a CAMA permit to
Carolina Power&Light Company.
Our objection to the issuance of this permit is based on certain inaccuracies in the maps
and elevations referenced in Don Cooke's letter to the LaQue Center dated August 20,2002.
According to the latest information we have received, such maps do not accurately describe the
location or nature of CP&L's proposed project. As proposed, such project infringes upon the
LaQuc Center's riparian rights and materially compromises certain highly-sensitive national
security work which we have been requested to perform on our site.
We hereby request that the N.C. Division of Coastal Management refrain from issuing a
CAMA permit to CP&L on this matter until such time as precise plans and specifications for
CP&L's proposed project can be reviewed by the LaQue Center and our project review entities
contacts.

trolley line from Wilmington, North Carolina, to Wrightsville Sound along.a right-of-
way, a portion of which was owned in fed einpls and a portion of it wl8 owned by way
of easement only, such right-of-Tray being used for the o1
purposeoperation of said
trolley line and likewise for a power line and gas main, all of which constitute public
services authorized by the charter of the said Tide Water Power Company and operated
for the service of residents along the said right-of way and for the Towxi of Vri hts,-

'WHEREAS, on account of the development of motor vehicle transportation, the
further operation of said trolley line is no longer a public necessity and has been,
with the approval of the prvper'authorities, suspended and texmlii ted and the track

along the said tight-of-way for the public heretofore served by the trolley line, and

proposed project has been determined to comply.with the Rules of the Coastal Resources Commission
(7H.1600), and as such, the Division has issued a CAMA General Permit for the proposed action: I have
enclosed a copy of the rules which govern the.issuance of permits for the installation of aerial and subaqueous
utility lines with attendant structures in coastal wetlands: estuarine waters: public trust waters and estuarine
shorelines.
