Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I)prior to undertaking any activities authorized by this permit,the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief,certify that this project is consistent with the North Carolina Coastal Management Program.

CAMA General Permit Application
Dear Mr. Parker:
On behalf of Pender County, McKim & Creed is submitting a CAMA General Permit Application
concerning water system improvements in the above-referenced project. I appreciate the
opportunity to meet with you on April 4m to look at creek/stream locations subject to water line
crossings. Seven (7) locations we observed will be crossed by horizontal directional drilling,
which are shown on enclosed Sheets B 1, B2, B5, B13, B17, C44, and C64. All directional drill
crossings will begin minimum 75 LF from the top of creek banks on each side; therefore, it is our
understanding that these crossings do not require a general permit.
The following are names of creeks to be crossed by directional drill by sheet number.

Harrison's Creek is designated as inland waters. Sheets B17 and B28 involve crossing tributaries to
Harrison's Creek; therefore, it was your opinion during our site visit that your office would not
claim jurisdiction over these crossings.
Plan sheets C18, C29, C , CSp, and CYO show crossings that involve installing the pipe over,
under, or around culverts. During our site visit you indicated that in your opinion the crossings on
Sheets C33, C50, and C70 were too far upstream of estuarine waters to be considered within
CAMA jurisdiction. We have contacted adjacent landowners to these crossings via certified
mail to notify them of our project and to request public comment. Certified letters were sent to
twelve (12) landowners. Enclosed are return receipts from the certified mailings received
between May 18 and May 23, 2002. Only one written and one verbal response were received
from landowners. The mandatory 10-day public comment period ended on June 5, 2002.
