Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I)prior to undertaking any activities authorized by this permit,the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief,certify that this project is consistent with the North Carolina Coastal Management Program.

Dear Mr. and Mrs. Loepp:
Reference your letter of April 8, 2002, submitted in your behalf by Brunswick Surveying,
Incorporated, requesting Department of the Army(DA) authorization to construct a 81 feet long
x 6 feet wide boardwalk, 6'x 8' stationary landing (cantilevered) and a 6 feet x 40 feet floating
dock at 491 Baywater Drive, SE, Winding River Plantation, south of Supply on Lockwood Folly
River, Brunswick County, North Carolina.
On July 2, 2000, we renewed general permit No. 197800056, (copy enclosed), that
authorizes the maintenance, repair, construction and installation of piers, docks, boathouses and
boat shelters, mooring piles, dolphins,jetties and breakwater structures in navigable waters of the
United States in the State of North Carolina pursuant to Section 10 of the Rivers and Harbors Act
of 1899.
Your work is authorized provided it is accomplished in strict accordance with your submitted
plans, the enclosed general conditions, and the following special conditions:
1. All work authorized by this permit must be performed in strict compliance with the
attached plans, which are a part of this permit.
2. An as built survey of the structure will be performed at the completion of the project and
sent to our office for review for navigation concerns.
Your proposed work is authorized if you can comply with all permit conditions. Please read the
enclosed permit to prevent an unintentional violation of Federal law. As this Department of the
Army regional general permit does not relieve you of the responsibility to obtain any other
required approvals, you should contact appropriate State and local agencies before beginning
work.
