Hewitt 19414 Resh Mill Road Hampstead, Maryland 21074 April 18, 2002 Carl Wilson, Commissioner 233 East Second Street Ocean Isle Beach,North Carolina 28469 Dear Carl, Enclosed is the Drag Line project drawn up by Ike Williamson for the area fronted by the four canal lots, #2 and#4 on Fairmont Street and #1 and#3 on Wilmington Street. As you know,this area was not completed to the project depth. Ed Bell, owner of Lot#3, Wilmington Street, and I paid Ike Williamson$2,500.00 to clear a portion of the area on the southeast end of the canal. It is my understanding that the four property owners either have paid or will pay a total of$6,400.00 for a little over fifty linear feet of the contracted project. I sincerely appreciate your thoughts on a more equitable assessment. I feel that if we had equal access to the canal, we should pay the same rate as all canal lot owners. The limited access to the canal from the four properties will have negative impact on our properties as compared to those lots with full access. Limited access to the canal will result in depreciated property values. We need to expedite this project, given the uncertainty of how long Ed Bell's lot will be available for Ike Williamson to complete the work. Ike quoted me a price of $2,500.00 for this project. Perhaps you could negotiate a lesser price. I feel that in all fairness,the town of Ocean Isle Beach should compensate him for this work. Janet Russell was on this site during a period of a low tide, and she observed that the project left a lot to be desired. I am very confident in her ability to make decisions that are in the best interest of all. I spent forty-nine years of my life working on the water. During thirty-seven of those years, I served as an unlimited master and first class pilot for the Chesapeake Bay and its tributaries. I have seen many changes, and I believe that there has to be a practical solution to all things that enhance or maintain our environment. Thank you for your time and consideration of this matter.
