SUBJECT: Modification to Minor Permit Application, Construct Breakwater and Extend
Existing Bulkhead,NE 16th Street,Town of Oak Island
Dear Jerry:
Per our recent discussion, I have modified the permit application for the breakwater portion of the
proposed work at NE 16th Street as follows:
1. The"General Information"page of the original application is changed to read a 40'
breakwater instead of a 60' breakwater. A copy of the changed page is attached.
2. The drawing of the work area(copy attached) is also changed to show the 40'
breakwater. It is also changed to show that the proposed breakwater shall be 4 Y2 `
high instead of 5' above the surface,which will allow for the breakwater top to be 6"
above the water level at normal high tides. The drawing also indicates that yellow
reflectors shall be placed at each end of the breakwater, 3' above the top of the
breakwater.
3. Copies of the revised drawings showing how the breakwater will be constructed are
also attached. As shown on these drawings,the aluminum breakwater sheet piles,
which are 12"wide, shall be installed vertically with a 1"space between each pile.
I believe that the above proposed modifications to my original application should now satisfy the
permit requirements stipulated under 15A NCAC 07H .2105.
I anticipate constructing both the breakwater and the bulkhead(each of which will be under
separate permit)under the same contract,therefore,request that you issue these permits at the
same time. Please call me if you need further information or need other assistance in processing

SUBJECT: Minor Permit Application, Construct Breakwater and Extend Existing
Bulkhead,NE 16th Street,Town of Oak Island
Dear Jerry:
I have enclosed a permit application for extending the existing bulkhead along the west side of
the drainage ditch on the north end of NE 16th Street(by the Intercoastal Waterway)and,
concurrently,constructing a breakwater at that same location. This project is needed to reduce
further erosion to this street end from both the storm water runoff into the ditch and the constant
wave action from boats passing on the waterway. The project is designed to use aluminum
bulkhead and breakwater material, as this project will then also then serve as a test for potential
future use of such aluminum structures n this kind of environment.
I have enclosed a Town of Oak Island check for$100 to cover the application fee. Also, adjacent
property owner certified letters have been mailed and I will forward you copies of the returned
postal receipt"green cards"as soon as I receive them.

proposes to construct a section of bulkhead and a breakwater at the waterway access on NE le Street.

Also, as you can notice from the drawing,the proposed breakwater will extend 15 feet into the
riparian area in front of your property. This added breakwater section will help reduce further erosion to
your waterway frontage that is being caused by the wave action from boats continually passing this area. I
request you endorse this letter below with your approval for us to construct the extra footage to the
breakwater as shown. If you don't wish us to do this,then so indicate and we will stop the breakwater at
the town's riparian line(i.e.,the extension of the town's property line).
If you have any questions or comments, please contact the Division of Coastal Management at the

an agency authorized to issue CAMA permits in areas of environmental concern, hereby gives
NOTICE that on September 6, 2001, the Town of Oak Island applied for a CAMA permit to
install a 65' section of aluminum bulkhead and a 60' breakwater at NE 16th Street, Oak
Island, Brunswick County.
The application may be inspected at the address below. Public comments received by
