There will be a small amount of ground disturbance work as the existing surface will be graded and leveled so that the profile of the new asphalt will match the existing asphalt. A portion of the sidewalk on the south side of the drawbridge will be removed and handicap ramps installed. Handicap ramps(2)will also be installed at the intersection of Old Causeway Drive and Marina Street.The resurfaced area will be 14' wide on the north side of the drawbridge and will increase to approximately 27' wide on the south side of the drawbridge where it connects with Old Causeway Drive. The surface will be 2"I-2 asphalt. Due to the nature of this work,we request that we be allowed to proceed under repair and maintenance guidelines. Please advise. Randall Turner, Division Environmental Officer SUBJECT: Paving of Section of Access Road under Drawbridge on US 74-76 at crossing of Intracoastal Waterway The Division of Coastal Management (DCM) issued a CAMA Major Development Permit to the N.C. Wildlife Resources Commission (WRC) on March 24, 1997 to construct parking lot, bulkheads and docking facilities at the site commonly referred to as the Wildlife Ramp adjacent to the drawbridge. The Department of Transportation executed an Encroachment Contract with the WRC on March 30, 1977 for activities the WRC planned to undertake (presumably in the near future). The encroachment contract specifically addressed the access road under the bridge. As I reported to you on October 26, 1999, the paving of this section of roadway would probably fall into the "repair and maintenance within the existing right of way" category, which would be exempt from CAMA regulatory policies. This opinion was confirmed in a conversation with Jim Gregson, DCM Coastal Field Representative. Unless the town plans to undertake activities other than grade/base/pave within the right of way, no further environmental authorizations will be required. You should feel comfortable in giving the Wrightsville Beach folks the all clear signal for the paving project. Should the scope of work change, please let me know and I will pursue the appropriate authorizations.
