McClellan 1014 Shore Drive Ship Bottom, New Jersey 08008 Dear Ms. McClellan: Through coordination with Mr. Robert Abernethy of the North Caroliaa Division of Coastal Management, we have learned of your plans to construct a bulkhead on a manmade canal, Brigands Bay, Blackbeards Court, Dare County, North Carolina. On January 1, 1987, we renewed general permit No. SKWC082-N-000-0277 (enclosed) that authorizes excavation and filling; construction of piers, docks, bulkheads, and boat ramps; placement of riprap and mooring pilings within manmade basins, canals, or ditches located entirely on high ground; and maintenance dredging of canals, channels, basins, and ditches in open waters or marsh areas (with high ground disposal) in North Carolina. Your proposed work is authorized if you can comply with all permit conditions and the bulkhead alignment indicated by Mr. Abernethy on May 27, 1988. Please read the enclosed permit to prevent an unintentional violation of Federal law. As this Department of the Army general permit does not relieve you of the responsibility to obtain any other required approvals, You should contact appropriate State and local agencies before beginning work.
