This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action;and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I)prior to undertaking any activities authorized by this permit,the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s).

Devaun Park S/D, Calabash
Dear Janet:
On behalf of Stanaland Stewart Co., I am requesting a CAMA General permit to
authorize subaqueous utility installation underneath the Calabash River. The proposed
utility installation would serve the planned Devaun Park subdivision. Utility lines would
be located within a recorded easement approved by the state and South Brunswick Water
and Sewer Authority(approval letters enclosed). Directional bore would be used to
install the utility lines underneath the Calabash River, and would avoid all wetland areas.
Utilities would be placed approximately 35'below the river bottom and would include
sewer, electric, and possibly cable. Landowners adjacent to the bore's exit location on
the Town of Calabash side of the river have been notified, and the green card receipts
will be forwarded to your office as soon as they are received. The adjacent landowner on
the Devaun Park side was previously notified of this work, through the CAMA Major
application, and that green card receipt is provided. Please feel free to contact me if you

No. W00020760, dated August 2, 2002, to Stanaland-Stewart, LLC for the construction only of the
subject wastewater collection system extension. The modification to this permit includes the
construction of an additional 923 linear feet of 8-inch gravity sewer, 3,296 linear feet of 3-inch force
main, 3,296 linear feet of 4-inch force main, and 963 linear feet of 6-inch force main.
This permit shall be effective from the date of issuance until rescinded, shall void Permit No.
WQ0020760 issued January 17, 2002, and shall be subject to the conditions and limitations as
specified therein. This cover letter shall be considered a part of this permit and is therefore
incorporated therein by reference.
Please pay particular attention to Permit Condition 3 which requires that the wastewater
collection facilities be properly operated and maintained in accordance with 15A NCAC 2H .0227 or any
individual system-wide collection system permit issued to the Permittee. Please note Permit Condition
12 regarding future flow allocation to the subject wastewater collection system.
Permitting of this project does not constitute an acceptance of any part of the project that does
not meet 15A NCAC 2H .0200; the Division of Water Quality's (Division) Gravity Sewer Minimum
Design Criteria adopted February 12, 1996 as applicable; and the Division's Minimum Design Criteria
for the Fast-Track Permitting of Pump Stations and Force Mains adopted June 1, 2000 as applicable,
unless specifically mentioned herein. Division approval is based on acceptance of the certification
provided by a North Carolina-licensed Professional Engineer in the application. It shall be the
Permittee's responsibility to ensure that the as-constructed project meets the appropriate design criteria
and rules. Failure to comply may result in penalties in accordance with North Carolina General Statute
§143-215.6A through §143-215.6C, construction of additional or replacement wastewater collection
facilities, and/or referral of the North Carolina-licensed Professional Engineer to the licensing board.
In accordance with the provisions of Article 21 of Chapter 143, General Statutes of North
Carolina as amended, and other applicable Laws, Rules, and Regulations permission is hereby

8-inch gravity sewer, 950 linear feet of 4-inch force main, and 950 linear feet of 6-inch force main to
serve a future subdivision as part of the Devaun Park project, with no discharge of collected domestic
wastewater into the South Brunswick Water & Sewer Authority's existing sewerage system (subdivision
initially to be served by an LPP system), pursuant to the application received July 9, 2002 and in
conformity with 15A NCAC 2H .0200; the Division's Gravity Sewer Minimum Design Criteria adopted
February 12, 1996 as applicable; the Division's Minimum Design Criteria for the Fast-Track Permitting
of Pump Stations and Force Mains adopted June 1, 2000 as applicable; and other supporting data
subsequently filed and approved by the Department of Environment and Natural Resources and
considered a part of this permit.
The sewage and wastewater collected by this system shall be treated in the South Brunswick
Water & Sewer Authority Wastewater Treatment Facility (Permit No. WQ0012748) prior to being land
applied by spray irrigation.
This permit shall become voidable unless the agreement between Stanaland-Stewart, LLC and
South Brunswick Water & Sewer Authority for the collection and final treatment of wastewater is in full
force and effect.
The Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and shall be a condition of this permit. Noncompliance
with the terms of the Operational Agreement shall subject the Permittee to all sanctions provided by
North Carolina General Statutes §143-215.6A to §143-215.6C for violation of or failure to act in
accordance with the terms and conditions of this permit.
A stormwater management plan shall be submitted to and approved by the Wilmington Regional
Office in accordance with 15A NCAC 2H .1000.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the
right to request an adjudicatory hearing upon written request within 30 days following receipt of this
permit. This request must be in the form of a written petition, conforming to Chapter 150B of North
Carolina General Statutes, and filed with the Office of Administrative Hearings, 6714 Mail Service
Center, Raleigh, NC 27699-6714. Unless such demands are made, this permit shall be final and
binding.

would involve installation of utility lines underneath the Calabash River to support the planned
Devaun Park subdivision. Utility lines would be installed underneath the river using a directional
bore so that the bottom of the river and the adjacent marsh would not be disturbed. Utility lines
would be placed at a minimum of 35'below the river bottom.
As an adjacent riparian land owner to the utility easement, you have the right to comment on this
