Hi EB,
DO you mean the SE 9th and SE 10th walkovers?? We need to know the linear distance of walkover that needs to be
replaced on the SE 9th walkover. How many pilings are there and how many need to be modified?
SE 20th walkover—How many pilings are there and how many will be replaced? If you remove ALL cross bracing and
want to replace the gazebo we may need to count all of the structural members to make sure we are under 50%. What
is linear ft. area of damaged walkway to be replaced? I am not sure we can replace the floating dock since that would
trigger a permit. The gazebo is currently over Coastal Wetlands, we will need to see if there are currently coastal
wetlands beneath it... if do we can only do 50%...
Once you have these details we can review.

RE: Limited Structural Evaluation
Elevated Timber Canal Walkover Observation
NE 9th and NE 20th Streets, Oak Island, NC

Dear Scott:
The purpose of this letter is to provide our observations of the elevated timber canal walkovers at
the subject locations. We performed a visual observation on September 25, 2020. During our
observation, we did not remove finishes, perform material testing or perform calculations.
NE 9th Street Walkover
1) Observations:
a. Existing construction. This walkover is a 660' long elevated timber walkway—see
photo A. It is supported by 6"diameter timber piles at 8' on center with an 18'span
• at the canal. See attached drawing.
i.. The timber girders and cross bracing are attached with a mixture of nails
and /or lag bolts—see photo B.
ii. The piles are extended by setting the piles on top of each other — see
photos C and D. They are not spliced. We assume that they are attached
with a spike.
iii. We found locations of railing damage that requires repair—see photo E.
b. Storm damage—see drawing for damage location:
i. We observed pile scour at approximately 30 piles — 15 pile bents. These
piles are along the south end of the walkway—see photos F thru H.
ii. The damaged pile bents have primarily lateral movement along the west
side of the walkway and settlement along the east side of the walkway. We
observed a maximum out of plumb measurement of 6-1/2" over a 67" long
pile. The walkway is not structurally sound along this section of walkway
and does not meet required ADA tolerances.
iii. The south floating dock walkway, gangway, and walkway also been
damaged and require replacement—see photo I.
2) Recommendations:
a. Existing condition repairs. We recommend the following repairs to the existing
conditions:
i. The existing timber girders and cross bracing should be attached to the
piles with thru bolts.
ii. Pile extensions should be spliced together. The existing pile extensions
should be removed and replaced with a pile that has a structural splice to
the lower pile.

iii. Replacing select guardrail members. These members should be attached
with properly sized stainless-steel screws.
b. Hurricane Isaias repair recommendations:
i. We recommend replacing the damaged section of walkover. In order to
gain access to the damaged area for construction equipment, the southern
end of the walkover will need to replaced to the damaged section. This will
require a little less than 50% of the walkway be replaced.
ii. We also recommend replacing the southern floating dock, floating dock
walkway, and gangway.
NE 20th Street Walkover Observations:
1) Observations:
a. Existing construction. This walkover is a 450' long elevated timber walkway—see
photo J. It is supported by 6" x 6" timber piles at 12' on center with a 16' span at
the canal. See attached drawing.
iii. The deck boards are not properly secured to the stringers.
iv. The handrails are attached to separate posts. The posts are not extensions
of the timber piles. These posts are attached to the walkway with offset
. steel brackets—see photo K.
v. The guardrails have intermediate supports between posts. These
intermediate posts are attached to the walkway with toe nails—see photo
L.
vi. There are numerous decayed timber piles at the gazebo and sitting area—
see photo M.
vii. Cross bracing is damaged, mis-sized, and missing.
c. Storm damage—see drawing for damage location.
i. We observed scour at approximately 25 piles — at 7 damaged pile bents
along the southern end of the walkover and additional piles at the southern
end of the walkway. The walkway is not structurally sound along this
section of.walkway and does not meet required ADA tolerances — see
photo N.
ii. There is framing damage to the sitting area—see photo O.
iii. The canal side floating dock is missing—see photo P.
2) Recommendations:
a. Existing condition repairs. We recommend the following, repairs to the existing
conditions:
i. Replace decayed timber piles.
ii. Replace offset brackets at guardrail posts.
iii. Secure,intermediate guardrail posts with steel brackets.
iv. Secure deck boards.
v. Remove all cross bracing and replace with standard size cross bracing.
b. Hurricane Isaias repairs. We recommend replacing the damaged sections of
walkover. Walkway replacement is limited to 45% of the walkway.
i. The southern end of the walkover is damaged to the seating area and
requires replacement.
ii. The walkway is also damaged near the gazebo. We believe the gazebo
area can be replaced by accessing it from the canal.

iii. Replace the floating dock at the canal.
