Statement of Compliance and Consistency
This permit is subject to compliance with this application, site drawing and attached general and specific conditions. Any
violation of these terms may subject the permittee to a fine or criminal or civil action; and may cause the permit to become
null and void.
This permit must be on the project site and accessible to the permit officer when the project is inspected for compliance. The
applicant certifies by signing this permit that I)prior to undertaking any activities authorized by this permit,the applicant will
confer with appropriate local authorities to confirm that this project is consistent with the local land use plan and all local
ordinances, and 2) a written statement or certified mail return receipt has been obtained from the adjacent riparian
landowner(s).
The State of North Carolina and the Division of Coastal Management, in issuing this permit under the best available
information and belief,certify that this project is consistent with the North Carolina Coastal Management Program.

DIRECTIONS FOR OBTAINING A CAMA GENERAL
PERMIT for a PIER, DOCK, BOATHOUSE/LIFT
To obtain authorization to construct a pier, you must submit the following items to your
CAMA Permit Officer:
1. Signatures of no objection to the pier, from both adjacent riparian property
owners.
Fill out the attached forms, complete with drawing of the
proposed pier, and have your neighbors sign and date in the
appropriate place.
E If your neighbor will not sign the form, or lives out of town,
you may send the form to him, certified mail/return receipt,
and 10 days after their date of receipt (which is listed on the
green cards returned to you by the Post Office) the permit can
be issued, even if no response has been received.
r If any part of the proposed pier is located within 15 feet of the
property line or the Riparian Access Corridor line, the
applicable neighbor must check the box to waive the 15 feet
setback requirement. A signed form, without this box
checked, does not constitute a waiver.

'' The Riparian Access Corridor isnot the extension of property
lines out into the water. It is established by two imaginary •
lines that extend at a 90° angle from the channel of the
waterbody to the highground property corners. Your Local
Permit Officer can help you in determining your Riparian
Access Corridor. In some cases, a survey may be required.
2. Scale drawing of the proposed pier. Your drawing must include the
following information (see attached example drawing):

0 Names of adjacent property owners
aWidth of property and name of the waterbody

Dimensions of the proposed structure, including distance to
the property line and Riparian Access Corridor line.

Ear Width of the waterbody (this,is the measured distance from
the waterward edge of the marsh grass on your side of the
waterbody to the waterward edge of the marsh grass on the
• other side of the waterbody)
mar Water depth at low tide, at the end of the proposed pier
Distance from the end of the pier to any federally maintained
channel, if applicable. This information can be obtained by
reviewing the channel survey maps at the US Amy Corps of
Engineers District Office, 69 Darlington Avenue,
Wilmington,North Carolina
3. Once you have this information you should contact your CAMA permit
officer and arrange an appointment to meet you on the property and
evaluate your request. When you receive your permit, take it to your
building inspector to obtain a building permit. This authorization is only
valid for 90 days, contact your CAMA Permit Officer if for some reason
• you cannot complete the construction within.this time period. The CAMA
Permit Officer will inspect the finished pier to assure compliance with the .
submitted drawing and all conditions of the permit.
4. Do NOT mail information to the Wilmington Office.

appointment.

periodic inspections at any time deemed necessary in order to be sure that the activity being performed under the authority of
this general permit is in accordance with the terms and conditions prescribed herein.
(c) There shall be no unreasonable interference with navigation or use of the waters by the public by the existence of piers, .
docks and boathouses.
(d) Tnis permit will not be applicable to proposed construction where the Department believes that the proposed activity
might unnecessarily endanger adjoining properties;significantly affect historic,cultural,scenic, conservation or recreation
values, identified in G.S. 113A-102 and G.S. 113A-113(b)(4),nor that might significantly affect the quality of the human
environment.
(e) Tnis permit dos not eliminate the need to obtain any other required state,local,or federal authorization.
(f) Development carried out under this permit must be consistent with all local requirements,AEC Guidelines,and local land

(a) Piers,docks,and boathouses may extend or be located up to a maximum of 400 feet from the normal high water line,or the
normal water level,whicheveris.appiicable. .
(b) Piers,docks,and boathouses shall not extend beyond the established pierlength along the same shoreline for similar use.
• Tnis restriction shallnot applytopiers 100 feet or less in length unless necessary to avoid unreasonable interference with
navigation or other.uses ofthewaters bythe public. The length ofpiers shall be measured from the waterward edge ofany

(c) Piers longerthan200 feet shall be permitted only if1heproposedlength gives access to deeper water at a-rate of at least
one footateach100 foot incrementofpie length longer than 200 feet,or ifthe additional length is necessary to span some

I do not have Caroline's email so I am sending this email to you to forward to her. While I was showing Larry Cook
the in's and out's of the Ocean Isle Beach CAMA quirks we ran across a contractor working with out a building permit
or cama permit, go figure!!

Anyway check to see if Caroline or anyone else has issued a permit to a Frank Howard Auman III or Amanda Auman
'' of 303 St. Lauren Drive, Greensboro NC 27410.
His contractor was adding or repairing a four foot by eight foot section to an existing floating dock and replacing the
poles that stabilize the floating dock.

The contractor's company name is Seaboard Marine Construction at 910-367-1898.
The violation is at 20 Dare Street, Ocean Isle Beach. (Parcel ID#244PN041, Legal Lot 41, Canal 6, Section A&B)
Attached are 3 pictures of the site. -
