Custom Designs Marine Contracting is pleased to provide this proposal to furnish the materials,
labor, and services necessary for the installation of a bulkhead to replace the damaged wooden
bulkhead at your Holden Beach property. Custom Designs is the leading installer of vinyl sheet piling
manufactured by CMI Limited of Atlanta, the nation's largest vinyl sheet piling manufacturer.
We have substantial experience performing emergency repair of failing bulkheads such as yours. Our
technique for these repairs, as shown on the enclosed Typical Application drawings, involves pulling
the bowed section of damaged bulkhead as far landward as possible and then driving vinyl sheeting on
the outboard side, as close as possible to the damaged bulkhead. It should be possible to align the new
bulkhead with the neighboring wall to the left(facing water)of your property. The upper portion of
the damaged bulkhead is then removed prior to installing the cap on the new bulkhead.
Custom Designs proposes to excavate a 6' deep terrace, 4' below current grade, along the water
frontage and install a 6'high replacement bulkhead, with a 12' return, or wing wall, along each side-
This bulkhead will be constructed as follows:
- Series 400 vinyl sheet piling panels (0.29" thick) in 12 foot lengths
- Double 6"x6" face waler
- Tieback system featuring 5/8" galvanized tie rods every 4' of wall length, secured to a
reinforced concrete deadman
- Wood cap with 2"x12" top and 2"x8" sides
This design, with the vinyl sheet piling driven as far into the canal bottom as it extends above it, will
provide the long-term stability you are looking for. The existing wooden steps and structure leading to
the floating dock will be dismantled prior to bulkhead construction, and will be disposed of as
appropriate. The estimated 40CY of excavated material, over and above that needed to fill behind the
new bulkhead, will also be removed from site.

The above-described work will be performed in a workmanlike manner for$25,500.00. A payment of
$8,000.00 will be due upon delivery of materials to the job site. The balance will be due in accordance
with weekly progress reports submitted to client.
Finally,Custom Designs would be pleased to replace the old floating dock and stairway structure
leading down to it for a price of$5700.00. The new structure, for ease of permitting,will be identical
in size and configuration to the current one, as follows:
- 4' x 5'top landing,with steps leading to a lower 4'x4' landing
- 3' x 12' aluminum ramp with handrails(wood deck)
- 16' x 6'wooden floating dock
We have based this pricing on the assumption that the current condition of the existing structure will
preclude reuse of any of its materials. If, upon further inspection,some materials can be reused, our
price can be modified as appropriate.
Any alteration to or deviation from the above-specified scope of work which results in increased costs,
including any deviation required by circumstances unforeseen at the time of this proposal, shall be
undertaken only upon execution of a written change order.
Custom Designs appreciates the opportunity to present this proposal and looks forward to

Re: Adjacent Riparian Property Owner Notification

At present, I do object to the proposed change in the bulkhead for 156 Dolphin Drive,
Holden Beach, N.C.
The proposed bulkhead drawing that was supplied to me was insufficient for me to
properly evaluate the new construction. It included a plan drawing only. I will need an
elevation drawing of the intersection to the existing retaining wall on my property, 158
Dolphin Drive.
Once I get the detail of the proposal, it is likely that I will waive the 15' setback. I want to
make sure that the proposal is properly planned and executed so as not to cause any
premature failure of the bulkhead on my property. The construction details at the
transition between the new "step-down" bulkead and my "full height" bulkhead is the
needed informaton
I will send a copy of this to Anne Arnold, so that she can have her bulkhead contractor
give us the information.
