Considering that the applicant/contractor are hoping to start work as soon as possible and that it's expected that
the work will be finished before the start of an April 1 moratorium, DMF does not believe it's necessary to
include the moratorium as a permit condition. However, if permit issuance is delayed and the schedule would
extend into the spring, DMF would then request the 1 April through 30 September moratorium. Thank you for

NCWRC understands the applicant would like to remove material from the back of the basin. The project appears to fit
in NCDCM's GP process. This permit process does allow resource agency input if the projects are within sensitive habitat
areas.
Earlier comments made by NCDMF indicate they would prefer the April 1—September 30 PNA moratorium be included
as a permit condition. The NCWRC understands the desire to protect important resources during this time. However,
sine GP's have a minimal permit life, I believe if the applicant received a GP soon, it will expire prior to April 1. Therefore,
NCWRC would not request a moratorium be placed as a permit condition since the permit would expire prior to the

moratorium's start date. However, if there is a delay in permit issuance and the life of the permit would last into the
spring, NCWRC would support NCDMF's request for the moratorium.

DMF would recommend a moratorium of 1 April through 30 September for in-water work in this area to protect
the PNA. Other than that, I'd agree with and second Maria's response. The additional project details (dredging
methodology and schedule) would be helpful in order to assess impacts. But the biggest concern from DMF

Thank you for forwarding the project. I understand it qualifies for a GP, but it is in a sensitive environment that may
require additional consideration.
I have not looked at the site on Google Earth, but wanted to respond and forward to the DMF Specialist,Jimmy Harrison
(you grabbed Jimmy Johnson by mistake).Jimmy's email is "James". I always have to double check or Jimmy Johnson
would get s000 many emails.
My initial thoughts are that the maintenance event is likely ok as long as it follows the connecting to water depths and
other provisions in the GP conditions. However, it may need to adhere to a moratorium. I can discuss with DMF, but I
believe the dates would be April 1—September 30. If we could received details of the methodology (bucket to barge,
any work within the channel or creek, etc.)the project may be designed so the work is all contained within the basin and
only a turbidity curtain would be required. If the applicant is ready to roll and work would be completed prior to April,
there may need to be no additional measures. So, if you could, a little detail about methodology and schedule would be
appreciated.

Good morning. I have a proposed project in Pamlico county for dredging a previously maintained basin but it does
connect to a primary nursery area.The project is off Whittaker Creek in a +- 250 ft. basin ending at 104 Skipper Circle.
The project is compliant with our AEC standards to be done under General Permit 7H.1500 as the material moved will
be less than 1000 cubic yards. Do you have any comments or concerns about this project?
