Dear Mr. Brooks:
The Board of Directors of the Harbour Association of Bald Head Island has authorized
the property owners of Lots# 7, 8, 9, 11, 12 and 13 in Harbour Village to construct a
bulkhead on Association property along the Bald Head Creek to protect against future
erosion of the property. These six (6)property owners will be responsible for the
construction and future maintenance of the bulkhead, including but not limited to the
design, contract, supervision and all related expenses of such construction and
maintenance. The Board has therefore also granted the property owners the authority to
apply for all necessary permits on behalf of the Association,with the understanding that
all documents requiring signatures will be presented to the Board members for signature.

Ed, it was nice to talk with you this morning. Here are the responses to your requests:

Cindy Capps verified this morning that there is in fact a deed on record showing the Harbour
Association as property owner of the common area where the bulkhead is going. Feel free to call
Cindy if you need further verification for your records.
Also, Cindy is preparing a letter for you stating that even through the Association owns the land and
will own the bulkhead, six property owners are building the bulkhead and are authorized as agents to
do this. Again, feel free to call Cindy if you have any questions.
When you make the appropriate changes to the permit reissue, will you please fax a copy, including
your revised drawing,to me at 303/665-1382. I will forward copies to Cindy and Louis Cortes.
