Dear Mr. Bethune:
This letter is in response to your correspondence received by the Division of Coastal
Management on November 22, 2005,regarding your concerns about the proposal by Stanley
West to construct a bulkhead, pier, groins and boatlift adjacent to the canal on the southern side
of Gaye Ave., at 979 Gaye Ave., in Topsail Beach, Pender County. The project consists of the
construction of a vinyl bulkhead an average of 1' waterward of normal high water and landward
of Coastal Wetland vegetation, 2 groins (one less than 10' and one 16'), a 6' x 20 pier, a 3' x 16
finger pier, 8' x 6' floating dock, and a boat lift. The proposed project has been determined to
comply with the Rules of the Coastal Resources Commission(7H.1100, 7H.1200 & 7H.1400),
and as such, a permit has been issued to authorize the development. I have enclosed a copy of
the permit, as well as, the relevant statutes.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Hearing. The request for a hearing will be considered by the Chairman of the Coastal
Resources Commission. The hearing request must be filed with the Director, Division of Coastal
Management, in writing and must be received within twenty(20) days after the disputed permit
decision is made. Please contact me at(910) 796-7215 if you would like me to send you the
applicable forms and instructions that must be filed prior to that deadline or if you have any
additional questions.

Dear Mr.Neely:
This letter is in response to your correspondence received by the Division of Coastal
Management on November 22, 2005,regarding your concerns about the proposal by Stanley
West to construct a bulkhead, pier, groins and boatlift adjacent to the canal on the southern side
of Gaye Ave., at 979 Gaye Ave., in Topsail Beach, Pender County. The project consists of the
construction of a vinyl bulkhead an average of 1' waterward of normal high water and landward
of Coastal Wetland vegetation, 2 groins(one less than 10' and one 16'), a 6' x 20 pier, a 3' x 16
finger pier, 8' x 6' floating dock, and a boat lift. The proposed project has been determined to
comply with the Rules of the Coastal Resources Commission(7H.1100, 7H.1200 & 7H.1400),
and as such, a permit has been issued to authorize the development. I have enclosed a copy of
the permit, as well as,the relevant statutes.
If you wish to contest our decision to issue this permit, you may file a request for a Third
Party Hearing. The request for a hearing will be considered by the Chairman of the Coastal
Resources Commission. The hearing request must be filed with the Director, Division of Coastal
Management, in writing and must be received within twenty(20) days after the disputed permit
