SUBJECT: On-site meeting Tuesday July 11
Good morning. Joey Moore says you plan to visit my lot tomorrow to determine if
adding the retaining wall four feet landward of the wetland boundary and adding backfill
behind it(landward side)would require a general or minor CAMA permit.
Either way you will need the following which are attached:
o Notification letter to both abutting property owners sent by certified mail 6/16/06
o Letter to you dated June 14 describing the project plus a site drawing(this was
held so they could be sent when the green cards were received)
o Tomaselli's green card plus Francin's USPS notice of delivery since he did
not receive a green card(see his email)
It is important we get approval to proceed without delay since the subdivision
management is upset that our yard has not been landscaped nearly 15 months after our
April 2005 CO issuance.
I assume I should attend this meeting tomorrow in order to sign an application form
that may or may not require project required revisions or conditions to help
expedite getting this done_

SUBJECT: Application for General CAMA Permit to add a 24"high retaining wall and
backfill in backyard of 17 Osprey Drive, North Topsail Beach, 28460
APPLICANT: TBF Properties, LLC, William Scheick, 919-844-0055 (Raleigh)
Reasons 24"bigh retaining wall needed
1. The rear-most foundation slab elevation is approximately 20"higher than the existing
sloping backyard grade level at the deck's outer edge and 12"higher on the right rear
side of the house. This is a new house built in 2004-2005 with the CO issued in April
2005.
2. The house's rear concrete slab and floor of a future screened porch under the rear
deck are approximately 20-35 feet away from a"V" shaped wetland marsh area
created by previous shoreline erosion. This closeness and the low sloping ground
level has resulted in soil under a pervious concrete pad in front of outside showers
and under the rear deck being washed away by last year's hurricane storm surges.
Proposed Retaining Wall
The proposed 24" landscape retaining wall will be used to hold backfill sand placed
immediately behind the wall and topped by topsoil for garden beds and lawn turf A
senior scientist from the NC Coastal Federation who is overseeing our phase 2 shoreline
riprap sill project(Major Permit#42-00) suggested sloping the backyard backfill so
surface rainwater is `sheet channeled' to the right side yard rather than directly into the
wetland marsh. To do this a small 6-8"high 'reverse berm' would be built immediately
behind the wall (house-side)that has a small trough sloped toward the side yard for the
runoff. The retaining wall would be constructed 3-4 feet landward of the existing wetland
boundary line so that ornamental and dune grasses can be planted in that buffer area to
naturally stabilize the ground in front of the wall, would be made of four rows of 6x6
pressure treated lumber or railway ties laid horizontally and secured by;/,"rebar that run
through the lumber into the ground with suitable fabric placed behind the wall to prevent
backfill from washing into the wetland,would begin at the community dock's first
support post and run all or most of the lot's 142 width and would be placed at varying
distances from the house, e.g., 15 feet away at the center of future screen porch area and
up to 30 feet in other areas because it follows the marsh boundary line. A drawing of the
proposed wall placement and the "reverse beam." is attached. Gravel will be used to
backfill the area under the decks that will become an enclosed screen porch this fall.

I haven't received your green card back showing you signed for the CAMA notice about 10 days ago. Have yot,
been out of town? I need your ok to get general CAMA permit for the addition of a 24" high retaining wall at our
shoreline.
Will you be at July 4 subdivision party? If so, see you then.
I'm got a proposal from Todd Gideon of Tarheel Landscaping Co that was very unique, at least the first I've
seen. He took a picture of my Osprey house and took my RFO garden bed plan then superimposed actual
scaled plant pictures to show flower and leaf colors...very effective and impressive. Might be-of interest to you.
