AAA Pre inietrtottecM Town of Wrightsville Beach DEPARTMENT OF PUBLIC WORKS 200 Pannele Boulevard Wrightsville Beach, N.C. 28480 (910) 256-7935•FAX 256-7939 Date: 09/10/07 To: Robb Mairs From: Steve Dellies RE: Storm Drain Maintenance at 318 Waynick Blvd 318 Waynick Blvd has a storm drain crossing the property from US Highway 76 to discharge into Banks Channel. The storm drain pipe has deteriorated to the point where there are several sizable holes in the top of the pipe. Additionally, the end of the pipe is frequently filled with sand. The Town believes the condition of the pipe presents a hazard to anyone who traverses the area where the pipe is buried. The Town and the owner of the property each have attempted to persuade NC DOT to accept their responsibilities regarding this drainage pipe from NC DOT property. Those attempts have been futile. As a result, the owner, a concerned tax-paying citizen, was left with little recourse. The Town, in a one-time gesture to resolve this ha7..ard, has obtained the necessary permission from the property owner to utilize his property in order to accomplish a one-time repair of the pipe in an effort to protect the safety of residents and visitors who would be put at risk by the poor condition of the existing pipe installed by NC DOT and draining US Hwy 76 property. In order to complete this task, we would need to do this work under a maintenance & repair authorization from you. The existing pipe extends approximately 32' from the edge of the pavement and ends in the area of the existing bulkhead to the south. Our plan is to replace the westernmost 20' of the pipe; we have no intention of extending the pipe westwardly from its location. If additional deterioration is found, then the work may extend in an eastwardly direction toward Waynick Blvd. All required land disturbance will remain within + 10' laterally of the pipe centerline and the beach area will be returned to its pre-existing condition upon completion.
