The bulkhead must be structurally tight so as to prevent seepage of backfill materials through structure. The bulkhead must be solid and constructed of treated wood, concrete slabs, metal sheet piles or c suitable materials approved by department personnel. No excavation is permitted except for that w may be required for the construction of the bulkhead wall, riprap, deadmen cables, etc. This permit not authorize any excavation waterward of the approved alignment. In accordance with commitments made by the permittee, the new bulkhead will be b:u_ l:iill :.! .1 dewatered sand from the previously authorized dredging of the canal. The backfill material will be clean and free of any pollutants except in trace quanti'ies.
