BJECT: Departmental Review of Environmental Assessment
Pecan Grove Elevated Boat Ramp
Pender County
Environmental Services, Inc., on behalf of David Greer, has submitted an Environmental Assessment(EA)
posed elevated boat ramp and new dredging in Pender County. The following comments are provided.
1. Section 1.0 does not adequately address the proposed dimensions of excavation, the number of park
spaces to be provided nor does it describe the location of the proposed soil site. This section states 1
the boat ramp is currently unusable; however, Section 3 states if no action were taken, "some boat
owners will attempt to use the existing boat ramp on a high tide and may be able to access nearby d
water without too much trouble". This section also states "the applicant submitted an application to
Division of Coastal Management(NCDCM) requesting authorization to dredge this final 100 feet fi
the boat ramp to existing channel; however, the application was denied due to the presence of SAV
my knowledge, DCM did not deny the permit application; rather, the applicant's agent rescinded th
request in order to respond to resource agency concerns, modify the proposed development and pre
the required environmental document(this EA).
2. Alternatives Analysis (Section 3.0) does not consider the use of an alternate site to provide the resic
of Pecan Grove with the desired deep-water access.
3. Section 4.7 states the NC State Historic Preservation Office will likely recommend an intensive
archeological study. It further states that a request for formal comment was submitted on 1/25/08 a:
response is typically received within 30 days (Section 5.7 also states formal comments were expect(
from SHPO in February 2008). It is not stated whether comments were received from SHPO or wh
a study was conducted.
4. Section 5.2. states the spoil material will be taken offsite to an upland location after dewatering, yei
not disclose the site location.
5. Section 5.4 states detrimental shading impacts to coastal wetlands will be avoided by elevating the
