The purpose of the proposed work is to meet the ADA accessibility requirements, as well as to improve the overall accessibility of the facilities. Airlie Gardens is bordered by Bradley Creek to the south. Bradley Creek is listed as SC waters by NC Division of Water Quality and has a 75' Area of Environmental Concern (AEC) associated with it. Approximately 258 if of walking trail proposed for improvements falls within the approximate location of the 75' AEC. The proposed improvements to the walking trails will consist of placing pavement over the existing soil/gravel walking trails. The proposed paving will occur within the limits of the existing trails and no widening of the trails will occur. Since the existing walking trails consist of packed soil/gravel and are considered impervious,the paving of the walking trail will not result in additional impervious area within the 75' AEC. The CAMA Handbook for Development in Coastal North Carolina states that a project qualifies for a maintenance exemption if: • The dimensions don't exceed 20%of the dimensions originally permitted; • The project's purpose or primary use does not change; • The maintenance or expansion will not damage the natural environment and/or adjacent property owners. Based on aforementioned criteria, it is our understanding that the improvements to the 258 if of walking trail within the 75' AEC qualifies for a maintenance exemption. Enclosed with this letter are copies of the site plan, aerial with site plan overlay and photographs documenting the existing conditions of the walking trail to be improved.
