Dear Mr.Mairs:
The City of Wilmington owns and operates a 6"DIP force main that conveys alum sludge from the
Sweeney Water Treatment Plant to the North Side Wastewater Treatment Plant. The section of this force
main along Castle Hayne Road(NC 133)in the vicinity of Smith Creek and the surrounding wetlands is in
a constant state of repair due to saltwater corrosion. This project includes the replacement of
approximately 1,350 If of this force main with corrosion resistant pipe to avoid future impacts to wetlands
from spills and repairs.
Although there will be no impact or disturbance within the DCM 30' buffer on either side of Smith Creek
during this project,you have determined we need to apply for coverage under the General Permit for the
Installation of Aerial and Subaqueous Utility lines as described in Section .1600 of 15A NCAC 07H. You
also explained there is no formal permit application to be filled out. In lieu of this and based on Section
.1602 and.1603,we are including the following as our submittal package and request for coverage:
• 1 copy of plan sheet C-2 indicating site location,and extent of project area.
• 1 copy of the DCM Adjacent Riparian Property Owner Notification/Waiver form signed with no
objections to this project from each of the two adjacent property owners.
• Check made payable to NCDENR in the amount of$400.00(per Section.1603)
Based on the emergency nature of this project,we request that you review this submittal at your earliest
availability. Also,please contact our engineer for this project,Paul Shivers with Highfill Infrastructure
Engineering,P.C.at 910 313-1516 to coordinate an on-site meeting for final review of the project and
obtain written authorization to proceed.
