Rob,
I stopped by Monday and left you a note,then called Thursday regarding the Letter of Exemption.
i have not heard anything from you.
I am leaving town Sunday for an extended hike on the AT.
During this time Leslie Teague will be handling the project.
If you could email her and let her know when this letter is available, she will stop and pick it up.
I should have access to email to some extent as well, so please copy me with this.

Jay,
Per our meeting on-site with CAMA & DOT officials today, I have no issues with the
dig & replacement of the line with the following conditions.
1) The manhole located in the marsh under the bridge is to be fitted with a new
watertight/airtight manhole cover & lid assembly.
2) Also, the manhole near the County's new junction box is currently below grade
and taking on water & sediment through the lid. Thus, it should be either raised
above grade or a insert installed -- will defer to the County to designate what
method to use. I assume that the County will want inserts installed in the
manholes to be uncovered in the parking lots.
3) Provisions are made to plug line ahead of the repair in the manhole on the hill
and volume pump-n-hauled to a location approved by the County if deemed necessary.
Would recommend notifying all users to avoid or using minimal water during repair
periods each day to possibly avoid having to haul as it is expected to take 2-3
days to complete due to working around high tides.

adequate storage with an alarm system & a contract in place to pump & haul it to
an approved treatment facility or entry point into another part of the County or
City's collection system that has agreed to take it.
None of the items in Section 1 would not appear to need approvals from anyone.
Items (a) & (b) in Section 2 would not appear to need approvals from anyone.
Item (c) for replacing the line under the bridge in the marsh will probably
require a Nationwide 12 permit from the Corp (Dana Garvey I believe is the
contact) and will most likely require a permit or approval from CAMA (Rob Mairs
would be the contact & I am copying him on this) . To avoid these other permits
and the need to disturb the marsh which would ideally be preferred, then an "in
place or in-situ" repair method should be explored such as pipe bursting or
sliplining. In addition, any dewatering of the trench if that is the route
chosen will need to be controlled & filtered to avoid plumes of sediment or
turbidity into the creek.
I do have some general questions or comments regarding the manholes in the
marsh. If these manhole lids/tops are not sealed, then they need to be sealed
with this repair and utilize the manholes outside the marsh & its connection to
the Bradley Creek pump station for venting or install elevated vents above the
100 year flood elevation on these manholes. While it is noted that the tops are
above normal high tide elevations, they are most likely not above the 100 year
flood elevation or a level from a storm surge during a tropical storm or
hurricane.

In view of the emergency status of this situation, I have obtained a price
for repair from Bob Thomson, a local utility company and we are ready to move
forward with the work. Bob is familiar with this work, as he was the same
contractor that replaced the line for the Town of Wrightsville Beach several
years ago. This line runs parallel to Bradley Creek's line.
In a nutshell, the scope of work anticipated is as follows. Please refer to
the attached map as you review this scope.
1. Upland work
a. Raise the top of Manhole 1 to grade. It was buried during earlier
construction.
b. Raise the top of Manhole 2 to grade for the same reason.
c. Fill in the lower 2-3 feet of Manhole 3 with concrete. This was an old
lift station and during installation of the new system in 1981, the lift
station was left with the bottom open. The County does not like this
situation.
2. Work along edge of Bradley Creek
a. Repair leak at Manhole 4. There is a slight leak inside the manhole,
coming up through the bottom. This will be drilled out and grouted.
b. In addition, outside of Manhole 3 will be 're-parged" with a new cement
coating.
c. Pipe from Manhole 4 to Manhole 5, which is 6" ductile iron, will be
replaced with like size using D-900 PVC. This will be in the same trench.
That is the extent of the work.
If you have any questions regarding this, please call me at the number noted
below. If you need verification of the emergency status, you may call Jim
Craig, County Engineer.
We would like to move forward with this work immediately.
Please advise us if the information contained in this email is adequate for
your purposes. I also have a detailed bid from Bob Thomson, which I would
happy to provide to you.
If there are any particular precautions you would like for us to incorporate,
please let me know, and we will be happy to incorporate them into Bob's
contract, although I am sure he has already taken this into consideration.
I look forward to your response concerning this matter as the County is
urging us to move forward.

water to leach into the County's pump station. After significant camera
investigation, we have found that the manhole is, in fact leaking, and that the
ductile iron pipe has deteriorated significantly. We have also been asked, as a
result of that investigation to do some work on three manholes which are away from
the water. It appears that we "own this line" as the system was never turned over
to the County.
