Dear Ms. Wilson:
On behalf of Brunswick County, this correspondence is for the application for a General
Permit for the construction of a small, isolated section of the project that is within the
seventh -five (75) feet buffer of the mean high water elevation. The location of this
section is on Shoreline Drive East, midway between Azalea Circle and Stokes Drive, and
includes the installation of a 4-inch low pressure sanitary sewer. To mitigate the impact
of the installation within the setback, the new pipeline will be constructed using
trenchless technology (horizontal directional drill), approximately 200 L.F. in length.
Per our recent discussion, this correspondence includes the following:
• $400.00 check for application fee.
• One copy of a full size plan and profile sheet of the area, indicating the use of
trenchless technology and the depth of the installation.
• One half-size plan and profile sheet of the area (for your convenience)
• Copy of letter from Town of Sunset Beach indicating acceptability for Brunswick
County to work in Town right-of-ways (Original sent May 13, 2009 directly from
the Town under separate cover to you).
• Copies of correspondence sent to contiguous property owners indicating project
and method of construction.
• Copies of return receipts of delivery by registered mail of those addressees
accepting delivery of the correspondence.
We have also included a drawing with an aerial photograph indicating the proposed low
pressure sewer, the mean high water elevation, and the 75 feet buffer area.

This letter is being sent to you as a requirement of the Coastal Area Management Act
of 1974. Its focus is to explain the process of a sewer main installation in the public
street in front of your referenced property. It is being sent on behalf of Brunswick
County, North Carolina.
The sewer main is part of the sewer system that will be installed in the Town of Sunset
Beach later this year. The sewer main in front of your property will be a 4-inch-
diameter, low-pressure main, and it will be installed using a "trench -less" method of
construction. This means that the construction contractor will use a machine that will
drill and install the pipeline below the surface of the street without disturbing the
surface of the street. All work will be done in the public right-of-way, and will not
encroach on your property.
Attached is a form letter that you can use should you have any objections. You have 10
days of receipt of this letter to respond with your comments. Please send the attached
form to the North Carolina Department of Environment and Natural Resources, Division
of Costal Management in the address noted on the form.

As part of the Mainland Sewer System of the Sunset Beach Wastewater Collection System being
constructed by Brunswick County, a pipeline for wastewater collection and conveyance will be installed
using a "trench -less" method of construction within the setback area of the mean high water mark.
Specifically, Horizontal Directional Drilling (HDD) will be used to install the pipeline. It involves the
installation of underground utilities by drilling "horizontally" creating a hole of sufficient size to pull a
pipeline. HDD avoids open cuts, which makes it particularly attractive for traversing environmentally
sensitive areas. The process is simple and straight forward. The elements of an HDD installation are:
1. A rig, which provides the physical means - thrust and torque, to open the hole and pull in the
pipeline.
2. A transmitter/receiver system for tracking the location of the bore.
3. The down -hole equipment - drill pipe, drill bits, and reamers, which converts the physical
properties of the rig to open the hole and pull in the pipeline.
4. The drilling fluid, which serves to stabilize the hole, cool the down -hole equipment, and remove
the spoils from the hole.
5. The drilling fluid delivery and recovery system made up of tanks, mixing systems, and pumps to
remove spoils brought to the surface from the fluid. All spoils and drilling fluid will be hauled off
site for disposal.
If you have objections to what is being proposed, you must notify the Division of Coastal Management
(DCM) in writing within 10 days of receipt of this notice. Correspondence should be mailed to DCM,
