Chad Kimes, PE 104 Newton Road Hampstead, NC 28443 910-470-4494 dcki mes(d�c harter. net October 5, 2010 NARRATIVE For /// ���n 10 Mr. Ronnie Roberts (Bumps Creek Dredging) Mr. Ronnie Roberts, 178 Bumps Creek Road, is requesting to maintenance dredge a 20' canal which leads into Bumps Creek, to obtain 4' at NLW. The dredging will tie into existing 4' MLW of Bumps Creek. Mr. Roberts is also requesting to change his existing dock size from a 9' X 16' to a 9' X 44'. The dredging is within traditional use and will be considered maintenance dredging for the purpose of this application. The original dredging permit is Permit number 109-79, which was issued on August 20, 1979. It was issued to Mr. Robert Bryant. Due to erosion since the original dredging, access in this canal is becoming limited at very low water. Since there has not been a need for maintenance dredging until recently, we are requesting approval for this maintenance dredging request. This is considered a Primary Nursery Area. Currently, the water depth ranges from 2.0' to 4' at NLW, which is causing difficulty docking boats. The total area to be dredged is 16,000 square feet or approximately 800 cubic yards. The dredging limits are consistent with the original dredging permit. The dredging will be put on a grade in order for proper flushing. The South end will be dredged to 4.0' NLW and the end of the canal or North end, will be dredged to a grade of 3.5' NLW. This will allow 0.5' of fall in 800' length for flushing. Mr. Roberts has contacted Coastal Dredging and Mr. Peter Mueller to perform the dredging. Their method of dredging is with an excavator and a barge. This will limit the impacts by not using hydraulic dredging. The dredged material will be unloaded by a barge during high water onto Mr. McCauley's northern property and will be transported to Mr. Graham Yopp's property (see attached disposal plans). The barge will be able to ramp over any wetlands directly in front of the bulkhead. The estimated amount of dredged material is 800 cubic yards. No coastal wetlands will be permanently impacted from this operation. Silt fence (NCDOT Standard 1605.01) will be utilized before the spoil is placed on the property. The spoil will be contained in a 150' by 75' area until it dries. Once the material is dry, the material will be graded, seeded and mulched on the residential lot. I, Mr. Graham Yopp, authorize Mr. Ronnie Roberts, represented by Darian Chad Kimes, P.E., Engineering Services, to place approximately 800 cubic yards of dredged material on my property located at 186 Bumps Creek Road in Sneads Ferry.
