Thanks for the photos of Kure Beach. In follow-up to our phone conversation this morni
ed on information from the NCWRC there are no nesting sea turtles in the proposed beac
ldoze area in Kure Beach, including near the Riggins complex. In addition, the propos
ch bulldozing will take place above MHW and will avoid any coquina rock outcrops.
In view of the absence of sea turtle nesting activity in the project area, provided th
posed beach bulldoze work is conducted above MHW and avoids coquina rock outcrops, the

Rick,
Please find the attached dune design and corresponding survey provided by Chris Gibson at
Gahagan & Bryant. Also, we made a site visit this afternoon to discuss project logistics and I
think that a notice to the homeowners may be necessary in order to avoid any safety hazards and
potential problems during the project. I am listing my concerns below; please give me a call and
we can discuss in detail if you'd like. Thanks again and I look forward to your feedback.
1) Truck Traffic and Equipment - We will need to have the parking area clear at all times during
working hours. Residents can park in designated spots located under the complex but we ask
that the open parking area from the entrance to Building 2100 south to the unloading location
remain clear of parked cars. Dump trucks will be accessing the area every 30 minutes
throughout the typical work day. Trucks will enter the parking area and travel in reverse to the
southeast corner of the parking area to the dump location. It is very important that residents be
aware of truck traffic and stay clear of any equipment and or trucks operating in the area.
2.) Beach Use During Project - Heavy equipment including bulldozers and wheeled loaders will
be continuously operating on the oceanfront beach during working hours. We ask that the beach
area within the project area be considered closed during working hours. Residents should be
