Dear Heather,
On behalf of Orton Plantation Holdings, LLC, we are requesting authorization for the use of an
appropriate General Permit at Orton Plantation for the emergency repair of the entrance road
which will necessarily entail replacement of a failing road culvert. You have suggested that
General Permit .2300 would be the most appropriate vehicle for this work, although we think
that General Permit .1700 would also be appropriate.
We suspect that the effects of an extremely heavy (-25") rainfall event that occurred last
September and the recent unusually high astronomical tidal conditions have resulted in erosion
around the culvert, or, possibly, a structural failure of that component of the roadway. In either
event, it is imperative that the work commence as soon as possible to prevent serious damage to
the roadway and utilities buried within the road bed. The work will utilize a replacement pipe of
the same diameter measurement positioned in the same location. A temporary sheet pile coffer
dam will be installed near the north end of the pipe to allow for the pump -down of water to
accommodate the work and to contain any turbidity. The pumping will utilize the existing tractor
pump assembly on -site which discharges into the upper end of the number 9 rice field which
serves to sheet flow and filter the water across that field. In addition, the number 9 rice field has
its own functioning water control structure on the opposite side of the field from the pump near
the tidal creek. The existing short timber headwalls that support each end of the culvert will
require dismantling and replacement during this activity. The replacement pipe will feature an
attached Airi Drain inline water level control structure Dositioned within the road shoulder. This
application fee check of $400 made out to NCDENR. We would request that since you have
visited the property several times, that the permit be issued without necessitating another site

water from cutting a path along your pipeline causing erosion. A slide
gate value (not pictured above, see page 7) installed in front of your
structure on the inlet side allows you to completely shut ojfyour water
flow allowing you to remove all stoplog boards for maintenance and
orlelearting (annual maintenance of stoplogs is recommended.) A rat
guard needs to be in stalled on your outlet pipe to avoid rodent entry.
