Box 3069 Bald Head Island, NC 28461 910-228-2484 Cell January 7, 2011 Ms. Heather Coats NCDENR Division of Coastal Management 127 Cardinal Drive Extension Wilmington, NC 28405 Re: Repair Exemption Request: Bald Head Island Marina North Jetty Missing Rip -Rap Replacement (Jetty Construction and Original Rip -Rap was Permitted under State Dredge & Fill Permit 22-74) Dear Ms. Coats: Included are 5 color copies of a 24"06" drawing Cl seal dated 1-4-11 in support of this Repaij Exemption Request for the Bald Head Island Limited, LLC Bald Head Island Marina North Jetty. The Marina and Jetty Construction, which included rip -rap protection was originally permitted under State Dredge & Fill Permit #22-74. I have included on my drawing a copy of the Jetty Detail by Dlouhy & Associates, Inc, Consulting Engineers, Tampa, Florida logged in on October 6, 1980 in your (CAMA held) #22-74 Permit Files. The #22-74 Permit was replaced in 1987 by CAMA Permit #172-8 "Marina Development", as the basic Marina Basin & Jetty Construction were complete. From my reading/ understanding of the permit files, CAMA Permit 208-86 was issued in 1986 anc covered the sand bypass dredging from the inside of the channel from 200' riverward of the marinz basin proper (which was the estimated limit of beach quality sand) out to the river and also include( the construction of a 100' extension to the South Jetty. The extension is not shown on these plans foi clarity of existing jetty end conditions. The extension is still an active project awaiting a turnaround it the economy. Thus, CAMA Permit 172-87 which replaced #22-74, since it came after 208-86, would seem to onl} extend in the entrance channel 200' riverward from the marina basin, although it does cover other development outside of the jetties out to MHW. For maintenance/repair purposes if this request is better designated as a letter of refinement to 172-87, we would accept that in lieu of a repair exemption. The Dlouhy detail indicates rubble rip -rap protection starting at 3.5' down from the top of the +6.0' MSL Jetty Cap = +2.5'Elevation. Permitted Entrance Channel Depth as shown on the detail is -10' Thus the vertical height shown of rip -rap is approximate 12.5'. The rip -rap cross section is shown as Horizontal: 1 Vertical. The design distance out thus was 25'. A 7-2-08 CAMA Minor Mod to Permii 208-86 extended our allowed channel dredge depth to -12' Normal Low Water. hweg3erating4m . My drawing indicates our requested AW%aximum distance of rip -rap off of In our discussions you have been most interested in the riverward extent of the rubble rip -rap However, our request is also for repair to the rip -rap along both sides of the North Jetty. You wil. notice in the pictures along the top of the drawing that the outermost 75' to 90' of rip -rap along the channel side of the north jetty also needs some replacement to match the 3.5' height down from the tol of the cap. (The rip -rap to the inside is placed a little steeper, in order to keep the 80' wide navigationa; channel free of rocks.) We ask to be able to repair back as far as necessary, but from the pictures the extent is less than %Z of the jetty length. On the north side of the jetty, the visible rip -rap is approximately 14' wide. It too, has a drop off in height of the rip -rap at the jetty end, but to a mutt lesser extent. I have included in my detail the optional inclusion of a geo-textile or marine mattress for under the rubble rip -rap. Its use might minimize the loss of visible rip -rap over time.
