ONWASA NC HWY 53 Water Line Extension
Jason,
McKim and Creed has contracted Land Management Group to assist with application for a CAMA General
Permit on behalf of the Onslow Water and Sewer Authority (ONWASA). ONWASA is replacing existing 6"
and 10" water lines with a 12" water line along an approximately 4.5-mile section of NC HWY 53 west of
Jacksonville. Work will be done on the northern side of the road and will be contained within the right-of-
way and utility easements. Along the section of the project included in this application, an easement for the
pipe work is being obtained.
Land Management Group delineated wetlands within the project area and field -reviewed wetland limits with
Corps representative David Bailey. The Corps' preliminary jurisdictional determination which documents the
Corps approval of the delineation is included in this application. Instalwaterline will
avoid all wetland impacts. Where the new waterline will cross relatively permanent waters (R ee pipe
will be installed by directional drill to avoid wetland impact. There is a single RPW which is also considered
Public Trust Waters e me y he NC CAMA. Land Management Group discussed the crossing with
Holley Snider, and it was determined that Southwest Creek would be considered Public Trust Waters at this
location. Section 10 Waters have been determined to extend five miles from the New River, which places
the upper limit of Section 10 Waters approximately 4-miles downstream from NC 53. Southwest Creek at
this location is not thought to be Section 10 Waters and an associated Corps permit is not needed.
This application requests CAMA General Permit 0.1600 to authorize placement of the new waterline
underneath Southwest Creek via directional drilling. The entry and exit points for the directional drill would
be located in uplands and would not impact the wetlands on either side of the creek. The pipe would be
notifications will forwarded to your office once they are received. If you have any questions, or would like to

existing waterline along the road. Southwest Creek at the point it crosses the highway is considered to be
"Public Trust Waters" by the NC Coastal Area Management Act (CAMA). Therefore, the new waterline crossing
under Southwest Creek requires a CAMA Permit.
As an adjacent riparian landowner, you are required by the CAMA permit application process to be
notified. I have enclosed the CAMA permit application materials as they have been submitted to the local
Division of Coastal Management office. If you have any questions regarding the enclosed information, please
