Shore Drive Sand Push by Private Contractor April 6, 2012 Dear Ms. Jodi Ball Council, I spoke to your husband, Mark, today (Friday) on the phone about this letter. I am writing to notify you that my wife and I plan to hire a private contractor to "push sand" up to our beachfront house at 606 N. Shore Drive Surf City, NC. We are required to notify you as adjacent property owner (608 N.Shore Drive, Surf City NC) in order to obtain our "Emergency Permit' from the CAMA office in Wilmington. The contractor will be instructed to push sand, as allowed by law, from the high water mark directly forward to our dune in order to provide additional protection and replace some of the sand that was removed during Hurricane Irene last Fall. Please sign the green post office "return receipt requested" card and return it to us by mail as soon as reasonably possible. I was instructed that these cards are necessary to verify notification of you so that we can receive a Permit. We are working under a time -urgent deadline, as explained below. If you are interested in undergoing this process. yourself, let me provide the following information that I hope you will find helpful. I should mention this is the first time we have attempted this "Sand Push" process, but I will provide what I have been told so far. The CAMA officer in Wilmington is Jason Dail (910.796.7221) and he was very helpful on the phone. He stated that the Emergency Permit takes ten days to issue after they have the Permit Application along with the required verification of notification of adjacent property owners. The Permit is only good until April 30th as there is a moratorium for turtle season from May 1st to November 15th. Jason Dail also provided the name of a contractor (Cecil Carter from Carter Construction; cell phone 910.330.3475) who has been pushing sand for North Topsail Beach owners. I spoke with Mr. Carter this morning to enquire about the cost to push sand. He told me he charges $3.30 per foot. When I enquired to clarify a total amount, I explained I had 60 ft wide property, and would this mean a total cost of approximately $200 ($3.30 * 60ft)? He replied that this sounded about right. I am hoping I can arrange Mr. Carter to push our sand on Friday April 27th so we can obtain the permit in time and beat the May 1st moratorium. This should help give a little more protection during the next hurricane season.
