Subject: Smith Creek Sanitary Sewer Rehabilitation Project
Dear Mr. Allen:
The Cape Fear Public Utility Authority (CFPUA) proposes to rehabilitate a portion of the Smith
Creek Outfall as part of this project. This letter documents our recent discussions and site visit on
May 31, 2012. The project includes rehabilitation of a 24-inch diameter lateral to the Burnt Mill
Creek Outfall. The project includes trenchless rehabilitation of approximately 2,000 feet of 24-inch
diameter reinforced concrete pipe with a cured -in -place (CIP) liner and replacement of eight
manhole structures. The alignment and capacity of the sewer line will not change. The minimal
added thickness from the liner and the lower Manning's roughness coefficient of the liner will result
in no net increase or decrease in capacity of the existing sanitary sewer. Rehabilitation of the
sanitary sewer will have minimal impact to the easement because the only excavation will be at
each existing manhole where the manhole will be replaced with a new manhole structure in the
same location. The only excavation of existing pipe required will be to perform point repairs prior
to lining. All construction activities will be confined to the existing permanent maintained utility
easement. Included with this letter is a site map showing the proposed existing sanitary sewer to
be rehabilitated and the new manhole structures to be installed. The map also includes an inset
map showing the vicinity of the project.
Regulatory agencies represented at the meeting were the United States Army Corps of Engineers
(USACE), NCDENR Division of Coastal Management (DCM), and NCDENR Division of Water Quality
(DWQ). The primary purpose of the site visit was to provide a brief overview of the project, walk
