NC At your request, Dudek Consulting, P.C. (DC) visited Seapath Towers at 322 Causeway Drive, Wrightsville Beach, NC on December 6. 2011 to evaluate the concerns for the deterioration of the bulkhead seawall concrete cap. The bulkhead was installed in 1982 as a replacement project and faces Motts Channel to the southeast. Drawings for the replacement project were available. See the attachments. This evaluation is per the North Carolina State Building Code: Building Code, 2006 IBC with North Carolina Amendments, 2009 Edition (NCBC) as the current building code and as a guide for structural acceptance. No design calculations were required. No testing of materials was performed. Information provided and reported by others is accepted as truthful. The bulkhead and seawall cap are currently located in the 133-mph, exposure C wind zone, as extrapolated, per the NCBC and ASCE 7-05 with no topographic site effects. As seen during the visit, the bulkhead is concrete sheetpiling 8"x3'-0" capped with a reinforced concrete cap 18" deep by 20" wide. Over the years, the concrete cap has cracked laterally across the top of the cap near the sheetpiling joints and is rusting and spalling on the cap face overlooking the channel. There are cracks at the corner tops. The spalling appears to be associated with the rust expansion corrosion of the lowest rebar in the cap on the channel side. DUDEK CONSULTING, P.C. With more than 25% loss of area, the repair is to include replacement of the tieback with equivalent stainless steel material. 4. After the completion of all repairs to the tiebacks, the area grading and landscaping is to be restored to an owner's acceptable. It is the DC conclusion that the recommended repairs to the seawall concrete cap as Phase 1 and Phase 2 can provide an acceptable short term cosmetic restoration and a long term structural repair for the stability of the bulkhead. With the above recommendations, the repairs to the seawall concrete cap and the bulkhead will be structural acceptable for use and occupancy and in compliance with the intent of NCBC requirements. Hours in excess of eight per day will be charged at the standard hourly rate without premium. Other services and costs: Expenses incurred by Andrew Consulting which are necessary for the completion of the scope of services including travel and subsistence and other supplies and services obtained from third parties are reimbursable at Andrew Consulting's cost plus a 15% administrative handling charge. Other services provided by Andrew Consulting including computer time, instrumentation usage, and reproduction are billed at Andrew Consulting's standard commercial rates. We will invoice monthly for our services. Payment is due upon receipt. Interest due at 1-1/2% per month on outstanding invoices in excess of 30 days. Client agrees that Consultant has the right to suspend or terminate service if undisputed charges are not paid within 45 days of receipt of Consultant's invoice, and Client agrees to waive any claim against Consultant, and to indemnify, defend, and hold Consultant harmless from and against any claims arising from Consultant's suspension or termination due to Client's failure to provide timely payment. Client recognizes that any charges not paid within 30 days are subject to a late payment charge equivalent to 1.5 percent of the balance due for each additional month or fraction thereof that undisputed charges remain unpaid.
