)roposed dock expansion at 704 West Yacht Drive in Oak Island is located in Primary Nursery Area (PNA) as
;nated by the NC Marine Fisheries Commission. Primary Nursery Areas are essential for post -larval and juvenile

. To protect such sensitive areas, Coastal Resources Commission rules prohibit new dredging in PNA. Operatin
s in shallow water depths often results in bottom disturbance due to "prop dredging".
der to reduce impacts to important fish habitats, boat slips are generally not allowed in any location where wat
hs are zero at low tide in PNA. Oftentimes docks can be redesigned so that slips are relocated to deeper water

)ins no shellfish resources or submerged aquatic vegetation, and has very sandy substrate which recovers from
rbance at a faster rate than mud bottom.
)s" on boat lifts are a component of a boat lift structure that physically stops the boat lift cradle from lowering
nd a certain point. These components are only allowed to offset shallow bottom PNA impacts, especially in the
iernmost portions of North Carolina where the tidal range is the highest. DCM compliance officers routinely
rve boat lifts with stops (via aerial and ground survey) to ensure that these components remain installed and

i re-evaluating the proposed addition of a boat lift at this location and confirming that the slip could not be
:ated, a boat lift would be allowable only if physical stops are installed and maintained at 18 inches above the
trate.
