Sunset Beach Water Distribution System Second Feed Project
Brunswick County, North Carolina
Dear Ms. Snider:
URS Corporation — North Carolina (URS) has been contracted by the Brunswick County Publi
Utilities Department to obtain project permitting for the above -referenced project.
This project will involve the horizontal directional drilling of approximately 4,200 linear feet of 12-
inch diameter Fusible PVC water main below the Intracoastal Waterway in order to add a redundar
second water main to feed the island portion of the Sunset Beach community. Trenching of
approximately 100 linear feet (50 feet on mainland and 50 feet on island) of 12-inch water main will
be performed to connect this new water main feed into the existing water distribution system.
Valves, hydrant assemblies, and other fittings will be installed in the trenched portion to facilitate
correct operation of the water main. The project will fully restore any disturbed pavement and re-
establish landscaping to pre-existing conditions.
Project disturbance limits will occur completely outside of the 30-foot coastal shoreline buffer from
the mean high water line on the Atlantic Intracoastal Waterway as well as the 75-foot estuarine
shoreline AEC. There will be no impacts to coastal or 404 wetlands associated with this project.
Project plan sheets and an Agent Authorization form from the Brunswick County Utility Departmer
have been included.
On the mainland side of the proposed project, the adjacent landowners are the Town of SunsE
Beach in conjunction with the NC Wildlife Resources Commission (NCWRC) and Mr. Ronni
Holden of Twin Lakes Seafood. Emails confirming approval of the project from NCWRC, and Mi
Holden have been included. An Adiacent Riparian Pror)ertv Owner Statement has also bee

Dear Mr. Walser:
An existing second feed waterline from the mainland to the Sunset Beach island was destroyed
several years ago and left the island with only one water line to feed the properties on the island.
Brunswick County is in the process of designing a second waterline feed from the mainland to
the island. We are nearly done with the design and will soon begin preparing the permits to get
approval from the State of North Carolina Public Water Supply to construct the new second
water feed. The project will require a horizontal directional drill under the Intracoastal Waterway
of over 4,000 feet in length. This typically requires a lot of space logistically and cannot be
accomplished in the Sunset Boulevard right -of- way. We are asking if you would provide your
property listed above as a temporary construction easement area for the contractor.
You probably have some questions or concerns about what will happen to your property during
this event. Construction will not begin until after September 15, 2013, and is scheduled to be
completed by early December 2013 and December 20, 2013, at the latest. A video of existing
conditions prior to the commencement of any construction activities will be performed to
document them on record for any restoration required after construction. After restoration is
performed we will contact you to verify that we have met the videoed conditions.
Should you have any additional questions or concerns please feel free to contact me. If you are
willing to grant us this temporary construction easement, please sign and notarize this letter at
the space provided below and return to me in the enclosed envelope.
