Dear Mr. Dail:
WK Dickson is pleased to submit a CAMA General Permit Notification for the Western Onslow Sewer
Trunk Main (WOSTM) Phase I. The notification is being submitted on behalf of Onslow Water and
Sewer Authority (ONWASA). The project includes a new regional trunk sewer force main from the
existing Burton Park Pump Station (BPPS) to a new Western Onslow Regional Pump Station (WORPS)
located near Richlands High School. The WORPS will pump to the new Northwest Water Reclamation
Facility (NWWRF) currently under construction.
The WOSTM project consists of two phases. Phase I includes a new regional trunk sewer force main
from the existing Burton Park Pump Station (BPPS) to a new Western Onslow Regional Pump Station
(WORPS) located near Richlands High School. The WORPS will pump to the new Northwest Water
Reclamation Facility (NWWRF) currently under construction. Phase 11 will consist of upgrades to the
BPPS and a new Kenwood Pump Station (KPS) at the existing Kenwood Wastewater Treatment Plant
(KWWTP) and new force main connection to the existing 6-inch force main on Pony Farm Road.
Phase II will be permitted independently following project planning and design.
The attached package includes: Supporting Figures and Design Plans. All streams and wetlands are
being crossed utilizing directional bore subsurface construction techniques. There are no physical
impacts to stream or wetlands as a result of the proposed project. The project crosses the New River
(public trust water) at the NC Hwy 24 bridge 1.5 miles south of Richlands and an unnamed tributary to
the New River 1.2 miles southeast of Richlands. Adjacent Property Owner notification is underway
for these crossings.�
The US Army Corps of Engineers and NC Division of Water Resources have also been notified of this
project under 404/401 rules.

As required by the Coastal Area Management Act (CAMA), WK Dickson is notifying you on behalf of
Onslow Water and Sewer Authority (ONWASA) of the Western Onslow Sewer Trunk Main (WOSTM)
project. The project includes a new regional trunk sewer force main from the existing Burton Park
Pump Station (BPPS) to a new Western Onslow Regional Pump Station (WORPS) located near
Richlands High School. The WORPS will pump to the new Northwest Water Reclamation Facility
(NWWRF) currently under construction. The sewer force main will cross the New River near
Richlands, NC within the NCDOT right of way adjacent to your property on Richlands Highway (PIN
443104524372). The New River crossing will be constructed with directional bore (subsurface)
construction technique that does not impact the river or adjacent wetlands. Please review the attached
map showing the project alignment adjacent to your property and complete the attached landowner
form. No response within 10 days is considered no objection the proposed project.
The US Army Corps of Engineers, NC Division of Water Resources, and NC Division of Coastal
Management have also been notified of this project under 404/401 and CAMA rules.

Onslow Water and Sewer Authority (ONWASA) of the Western Onslow Sewer Trunk Main (WOSTM)
project. The project includes a new regional trunk sewer force main from the existing Burton Park
Pump Station (BPPS) to a new Western Onslow Regional Pump Station (WORPS) located near
Richlands High School. The WORPS will pump to the new Northwest Water Reclamation Facility
(NWWRF) currently under construction. The sewer force main will cross Squires Run near Richlands,
NC adjacent to your property at 238 Mills Field Road (PIN 443104848603). The Squires Run crossing
will be constructed with a directional bore (subsurface) construction technique that does not impact
the river or adjacent wetlands. Please review the attached map showing the project alignment
adjacent to your property and complete the attached landowner form. No response within 10 days is
considered no objection the proposed project.
The US Army Corps of Engineers, NC Division of Water Resources, and NC Division of Coastal
Management have also been notified of this project under 404/401 and CAMA rules.
